The TSD Application Developer will develop and maintain applications that collect, process, distribute and secure statewide travel data to support WSDOT’s traffic data collection and reporting programs. This position will be responsible for independently conducting analysis, developing design documents, developing, and enhancing applications including Short Duration Traffic Data Office Operations, Automated Data Collection Processing and Digital Imagery collection and processing for SRview and Culvert Inspection. This position is will also be responsible for conducting research into new technologies to determine the feasibility and practicality of whether such an implementation will meet the goals of a project. Our top candidate will possess strong project management and problem-solving skills, as this position resolves issues for multiple complex systems and applications.What to ExpectTSD Enterprise Applications creates, supports, modernizes and maintains mainframe, client/server, content management and vendor application solutions, large and small, for the entire enterprise. Enterprise Applications provides application development, technical expertise and leadership and support to business partners and users both inside and outside the agency, including the traveling public of Washington. Enterprise Applications leans into the TSD strategic focus areas of Continuous Modernization and Cybersecurity and Data Privacy, believing that these focus areas are the best way to keep our application portfolios modern and secure.Among the varied range of responsibilities held within this role, the TSD Application Developer will:
- Develop, enhance, and maintain web applications for multiple business units, spanning all WSDOT regions, and including regional, county, and city transportation agencies.
- Use standard tools to analyze and optimize code and systems for performance and resource utilization.
- Perform application diagnostics using logging, tracing, and other techniques.
- Work closely with customers to assure business requirements are being met.
- Implement and improve application security.
- Research and learn to quickly and correctly implement new technologies and programming languages under tight project timelines.
- Investigate and recommend solutions to improve business flow and accountability.
QualificationsTo be considered for this opportunity, at least one the following are required:
- Six (6) years of progressive experience developing applications. OR
- An associate’s degree in related field and four (4) years of experience listed above. OR
- A bachelor’s degree in computer science, Information Technology, Programing or related field and two (2) years of experience developing applications.
In addition to one of the above, the following are also required:
- Four (4) years of programming experience using the C# language.
- Four (4) years of experience obtaining user requirements, developing application design specifications from user business requirements and data design models and developing application code from user requirements, design specifications and data models.
- Four (4) years of experience using SQL Server and Transact-SQL.
- Four (4) years ASP.NET, ASP.NET Core and/or ASP.NET MVC experience.
- Four (4) years of experience preparing application test plans, performing application testing, troubleshooting, and estimating the effort necessary to do so.
- Effective interpersonal communication skills with the ability to communicate with a diverse set of customers and peers.
It is preferred that qualified candidates also have:
- Experience developing windows thick client-based applications in .NET (WinForms and/or WPF).
- Experience developing with jQuery, Vue.js and/or Bootstrap.
- Extensive knowledge of enterprise classes and web services and APIs.
- Experience developing web-based applications in Blazor.
- Experience developing and maintaining PowerShell scripts.
- Experience using Microsoft Azure technologies.
- Experience using Git based source control.
- Experience using Azure DevOps.
- Ability to develop, enhance, and maintain computer applications.
- Knowledge and understanding of information technology architecture and standards.
- Ability to independently perform analysis, design, programming and implementation of system components and functions.
