  • Oversees business solution initiatives and related systems development activities for the Program – ensuring that DCMWC objectives for operational efficiency and effectiveness are met. Directs the assessment of business operations, program requirements, and system initiatives to identify areas of improvement. Directs analysis and evaluation activities {e.g., cost analysis, statistical analysis, trend analysis, etc.)defining data needed to produce reports that strengthen Program performance. Identifies specific system requirements and strategizes to conceptualize innovative ways to meet those requirements. Briefs key performance metrics to Agency leadership and provides business solutions and/or recommendations on best courses of action to resolve operational issues. Fosters relationships with other DCMWC Branches, OWCP Divisions, organizational entities with broad directives or oversight responsibilities, Program officials, and contractors to pinpoint operational efficiencies and challenges and work collaboratively to achieve Program and administrative objectives of the government. Provides authoritative advice and assistance to Program management in order to achieve compliance with applicable technical standards and other requirements mandated by OWCP and the Department’s Office of the Chief Information Officer {OCIO). Ensures the Program’s performance and outcomes meet or exceed requirements established by management and that OCIO products align with Agency requirements.
  • In conjunction with the Branch Chief, the incumbent administers the management of DCMWC’s automated support package {ASP), which is a comprehensive, automated, eligibility and benefits data processing system that is integrated with a sophisticated, centralized medical processing system. The system ensures the Agency’s essential adjudication functions of black lung claims and payment of appropriate benefits are carried out efficiently and effectively. Provides staff direction and leadership regarding the design of broad system studies, analyses, and projects. Provides oversight for the development and implementation of new and/or revised ADP policies, regulations, and procedures critical to fulfilling the mission of the Agency and DCMWC.
  • Leads strategic planning initiatives and provides management support in the National Office. Sets short- and long-range plans for the unit and works closely with executive management in determining and implementing strategic planning initiatives for the Program in mission-critical areas. Makes recommendations on policy and long-range planning within the areas of business solutions, systems development, and program support to ensure Program effectiveness by introducing labor-saving devices, automated systems/processes, and financial method improvements that support efforts to reduce costs. Having authority for these program segments, the incumbent

determines requirements, projects, activities, and resources to be initiated, dropped, or curtailed, as needed, to effectively and efficiently administer the Program in these areas. Participates in the development of DCMWC budgets and justifications, manpower needs, and other resources to devote to particular Program activities.RequirementsConditions of Employment

  • Develops and implements performance measurement tools and methods that continuously monitor operational metrics and data and assess performance goals, projects, and Program plans.
  • Develops, recommends, and implements new or revised business frameworks or approaches, data reporting processes, systems development, and related operational procedures and practices to ensure effective administration.
  • Develops and implements IT project plans; monitors schedules, milestones, and deadlines for completion.
