Job description: About the role:The Procurement Division provides technical and authoritative advisory services covering the full lifecycle of a commercial transaction from procurement planning through to contract execution and management. When purchasing, buyers across the organisation must comply with the relevant procurement policies.The organisation is about to embark on a number of high value / high risk procurement activities. An opportunity to join Victoria Polices Procurement Division as a Senior Strategic Sourcing Specialist is available. Key to success in this role is your ability to lead and deliver throughout each stage of high value / high risk procurement activities, complying with Victorian Government Purchasing Board (VGPB) and Victoria Police Procurement policies, obtaining best value for money and fit for purpose outcomes with significant cost savings that support the strategic objectives of the organisation.Victoria Police is a contemporary and agile workplace and supports flexible working arrangements.Your duties will include:

  • Leading, undertaking, managing, and delivering a range of high risk, high value, complex and strategic procurements, from market research, requirements mapping, scoping market approaches, developing market documents, managing bid processes, leading tender evaluation teams, bid evaluations, conducting supplier negotiations, and developing contracts.
  • Identifying, engaging, and working with internal and external key stakeholders, subject matter experts and other resources relevant to the procurement activity.
  • Developing and maintaining strategic and influential relationships with stakeholders such as suppliers, key internal and external stakeholders and acting as a reliable and trusted interface.
  • Providing expert, timely and strategic sourcing advice in line with VGPB and Victoria Police Procurement policies and procedures.

As the successful applicant, you will have:

  • Demonstrated knowledge in the development, understanding, implementation and application of VGPB (or equivalent) policies and procedures as they apply to high risk, high value, complex and strategic procurements and how to utilise procurement and finance concepts to inform expenditure decisions, manage and mitigate risks and inform strategic direction.
  • Significant expertise in the delivery of quality procurement outcomes for high risk, high value, complex and strategic procurements with the ability to improve service delivery, deliver value for money and drive cost savings.
  • Outstanding written communication skills with the ability to prepare and present complex and strategic procurement documents to all levels including procurement boards, senior management, and internal and external stakeholders.
  • Demonstrated experience in initiating and managing negotiations with suppliers and internal and external stakeholders, gaining commitment to projects and delivery of activities to meet timelines and achieve desired outcomes.
  • Proven ability to monitor client and stakeholder satisfaction, reviewing and adjusting as required and constructively managing stakeholder issues to ensure positive outcomes for the stakeholder and the organisation.

Requirements and relevant information:

  • One (1) x full-time, ongoing position available.
  • This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.
  • The successful applicant will be required to undergo National Security Vetting, achieve and maintain a security classification as determined by the Department Head. To achieve this, applicants must be an Australian Citizen.
  • The successful applicant will be required to undergo pre-employment checks which may include fingerprint checks and misconduct screening.
