Responsible for steering the Grainger Foundation Frontiers of Engineering (FOE) Program, a signature activity of NAE. The current FOE portfolio includes one US and four international programs with Germany, Japan, China, and the EU. The FOE program brings together highly accomplished early-career engineers from industry, academia, and government to discuss pioneering technical work and leading-edge research in various engineering fields and industry sectors. The meetings provide an opportunity for participants, early in their careers, to learn about cutting-edge developments in fields other than their own, thereby facilitating collaborative, cross-disciplinary and cross-sectoral work.

The Senior Program Officer will:

  • Report directly to the NAE Senior Director of Programs.
  • Apply managerial experience and prior experiences in successfully securing external funding to develop program, project, and budget strategy to ensure the program meets its stated objectives.
  • Provide innovative solutions to complex problems that impact program’s or project’s success.
  • Bring significant fundraising experience to this position and develop prospectuses and projects and negotiate funding with sponsors.
  • Establish processes and procedures to ensure the effective and efficient operation of a complex function.
  • Have supervisory responsibilities, including hiring, training, and performance management for assigned staff.

Job Description:

The Senior Program Officer:

requires in-depth strategic planning expertise and judgment to lead this premier domestic and international portfolio of NAE.

will write prospectuses and proposals for new and continuing funding, identify potential sponsors, raise funds for current and future projects.

should have demonstrated abilities to work with a variety of constituencies, both domestic and international, excellent social skills and an appreciation for others’ perspectives and ways of working are critical.

should be aware of the contributions of engineering to society, recognize the value of the Frontiers of Engineering program’s mission, and find ways to build relationships with the program’s participants.

will lead convening activities such as forums or workshops. Communicate and coordinate with the chair and other members of the group. Identify and gather research materials. Solicit and contact potential panel members. Facilitate the flow of information among panel members, consultants, staff, and other applicable parties.

must be able to simultaneously manage multiple meetings and related activities in different planning stages over a 2–3-year time span. Excellent writing skills for drafting proposals, letters, and annual reports are critical. Develops agendas, invites presenters and participants, oversees meeting logistics and multimedia presentations, and prepares written summaries.

will support committee members, forum members, workshop participants, etc. in all aspects of work.

will advise on and support relevant communications activities pertaining to the portfolio.

will develop complex and content rich materials and websites to provide interest groups with information generated from and for activities.

will independently supervise and mentor program or project staff, ensure staff are appropriately trained and plan for staff development, initiate personnel actions, conduct performance reviews, interpret and ensure consistent application of organizational policies.

be responsible for financial management, including overseeing budget and schedule and authorizing expenditures, and closely collaborate with financial staff to ensure compliance.

will maintain ongoing relationships with members and major sponsors, manage the alumni network, and develop new program areas.

JOB SPECIFICATIONS

Required Knowledge, Skills, Abilities: Knowledge of the key scientific, technical, or policy issues in engineering education, research, and industry. Strong program/project management and facilitation skills. Ability to understand and share technical/scientific issues with diverse audiences. Ability to solve problems using originality and ingenuity. Ability to serve as a resource to others in the resolution of complex problems and issues. Ability to operate using substantial latitude for independent judgment and action. Ability to independently develop and manage multiple and complex projects. Ability to work successfully in a team environment and to form and maintain effective teams. Ability to train and develop staff. Experience working in complex environments with a high degree of organizational effectiveness. Ability to develop relationships with co-workers, employees in other National Academies’ departments, and external constituents through effective communication. Excellent communication skills with a proven ability to effectively interact with all levels of staff and constituents.

Minimum Education/Training Requirements: Master’s degree in a related field, or equivalent knowledge.

Minimum Experience: Six years of related professional experience, two of which were in a supervisory capacity. Demonstrated impact on the advancement of science or policy through the successful completion of National Academies’ activities or equivalent outside activities. Demonstrated high level of proficiency in conveying scientific, technical, and/or policy information.

Preferred Education: Ph.D. in related field preferred.

Physical Capabilities: Ability to work at a computer for extended periods of time. Ability to travel.

Required Licenses, Certification or Registration: None.

Supervisory Responsibilities/Controls: Typically reports to board/program/division director. General direction is provided. Independently supervises project/program staff.

Work Environment: Hybrid Office/Telecommute environment, expected onsite percentage 40%, with occasional travel between National Academies’ facilities and to off-site meeting/sponsor locations.

Compensation Range: The National Academies of Sciences, Engineering, and Medicine support equity, fairness, and transparency in our compensation programs. An estimated compensation range for this position is $97,240 – $151,935. Compensation offered to the selected candidate will be based on the candidate’s relevant knowledge, skills, and work experience, commensurate with compensation of current employees in comparable positions with similar knowledge, skills, and work experience, and subject to budget parameters. Note it is not typical for a candidate to be hired at the higher end of the range.
