Job description: Job DescriptionWe are hiring a Senior Health and Safety Specialist (Safety Coordinator), responsible for overseeing daily health and safety operations for assigned sectors within the Raleigh Water Department. This position serves as a key liaison between frontline Health and Safety Specialists and the Safety Program Manager, ensuring consistent implementation of safety protocols, coordinating training efforts, and leading incident investigations. The Safety Coordinator plays a critical role in fostering a culture where safety is integrated into every task and decision.Our ideal candidate for the Safety Coordinator position embodies both technical expertise and leadership qualities. This person would understand the delicate balance between providing safety oversight and respecting operational autonomy, recognizing that their role is to guide, educate, and support rather than dictate or control.Duties and ResponsibilitiesLeadership and Coordination:

  • Oversees daily health and safety operations for assigned sector (Water Operations or Wastewater)
  • Coordinates the workflow and training efforts of assigned Health and Safety Specialists
  • Serves as liaison between frontline Health and Safety Specialists and the Safety Program Manager
  • Attends Program Managers Meetings as the safety representative
  • Conducts push team meetings with assistance from safety technicians
  • Coordinates weekly safety meetings, including topics, materials, and follow-ups

Training Development and Delivery:

  • Develops, coordinates, and delivers safety training to divisional staff
  • Conducts Departmental Safety New Employee Orientation with the Program Manager
  • Facilitates in-house safety training courses (Excavation, Forklift, Confined Space, First Aid, etc.)
  • Coordinates training with third-party vendors when needed
  • Maintains training records and submits them to the Intelex Training Management Repository

Incident Management and Investigation:

  • Serves as primary investigator for employee incidents and accidents
  • Manages the Intelex incident management process
  • Establishes and analyzes root causes of incidents
  • Proposes immediate and follow-up corrective actions
  • Coordinates retraining/coaching for employees and supervisors as needed
  • Conducts After Action Reviews with Divisional Leaders

Safety Inspections and Audits:

  • Performs periodic building safety visits
  • Oversees balanced inspection plans for all buildings and programs
  • Partners with technicians on gas monitor inspections
  • Schedules annual inspections of First Aid Kits in Fleet Vehicles
  • Provides assistance for Corrective Action and Review processes

Typical QualificationsEducation and Experience:
High School Diploma or GED and five years of related workplace safety experienceORAn equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.Licensing and Certifications:

  • OSHA 30-hour certification

Preferred Qualifications:

  • Bachelor’s degree in Occupational Safety and Health, Environmental Health, or related field
  • Experience in water/wastewater utilities or a similar industrial environment
  • Certified Safety Professional (CSP) or Associate Safety Professional (ASP)

Positions in this class typically require: standing, walking, fingering, talking, hearing, seeing and repetitive motions.Light Work:
Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.Working Conditions:

Expected salary: $48389 – 78234 per year
