Position overview

This SHE Manager has direct hands-on responsibility for the SHE programs, risk reduction and compliance at the SE plant. As part of oversight responsibilities at the Colton site, this professional will partner with the businesses on the Colton site, and conduct periodic inspections of the various operations, and Shop areas. In addition, this manager will be a direct support to plant operations in other identified locations. This role will report directly to the Director of Safety and Quality, collaborate with, and support the PRSH Safety team, the Environment and Facilities Team, Construction Operations and Shop Managers. Across all areas noted, SHE data, work processes and program gaps are to be analyzed, and new systems, programs and training implemented to reduce or eliminate SHE risks. Addressing severe operational risks and the needed actions will be taken in collaboration with the appropriate business leaders.

Primary Responsibilities

  • Develops, and Implements SHE compliance programs, in collaboration with operations, and with support or guidance of corporate groups
  • Provides safety onboarding to new hires and SHE training to plant operators and leaders
  • Ensures all SHE and other incidents are reported, timely and using internal systems
  • Conducts Root cause investigation on incidents and near misses
  • Provides corrective action recommendations and assists in implementing those corrective actions and tracking for closure
  • Tracks SHE performance metrics, analyzes trends and needed improvements to reduce risks
  • Administers company Injury & Illness Prevention Program (IIPP) and project specific Accident Prevention Plan (APP)
  • Assists in Managing Site Contractors/Subcontractors: Involved in Plant contractor selection, management, and retention decisions, incorporating SHE considerations
  • Collaborates with Corporate Safety, Environment/Facilities, HR and operations to provide contractor SHE orientations
  • Conducts Daily safety meetings (Daily Safety Sheet -DSS-reviews)
  • Conducts periodic plant area safety inspections, to ensure compliance, observe and correct unsafe behaviors and positively recognize safe conditions and behaviors
  • Develops methods to engage plant operations employees in safety risk identification or safety (SHE) improvement ideas
  • Implements a Management of Change process, to track and assess risks of changes in materials, operational conditions and storage requirements for SHE impacts
  • Supports Corporate Safety and Environment/Facility management for agency communications/permits.
  • Interface with HR and Corporate Safety to facilitate return to work responsibilities for injured workers and providing meaningful light duty transitional opportunities
  • Represents the organization in community or industry safety groups and programs
  • Travel to other operations as needed
  • Working with Corporate Safety and Facility Management facilitates regulatory inspections of plant operations as needed
  • To the extent relevant, oversight of multi-employer program
  • Traffic control /vehicle flow patterns and signage, working with all businesses on site

Qualifications

  • Comfortable and effective in working with Site leadership, business leaders and operators, and Corporate Safety and Environment personnel in a positive, collaborative and professional manner.
  • Demonstrate flexibility to effectively deal with changing priorities and timelines through analytical problem solving.
  • Proven time management and follow-through skills with the ability to work on multiple tasks with tight deadlines.
  • Ability to work both independently and in a collaborative team-oriented environment.
  • Display superior written, oral communication skills and effective listening skills.
  • Display organized recordkeeping and documentation skills.
  • Highly motivated, with a demonstrated passion for excellence and taking initiative

Education and Experience

  • Bachelor’s degree in safety, Occupational Health or related field or equivalent experience
  • Minimum 10 years practical experience in managing SHE matters in a plant environment. Experience in emulsion operations a plus
  • Demonstrated knowledge of OSHA, MSHA and other state and federal agency safety requirements
  • Familiar with Federal and CA State Environmental Regulations for Aboveground Storage Tanks
  • CUPA Inspections and Regulatory Agency, Storm Water Best Management Practices, Hazardous Material Handling and Spill Prevention Control and Countermeasures (SPCC) a plus
  • First aid and CPR Certified
  • CALOSHA 30 hr a plus
  • ASP, CSP, CALOSHA 500 and MSHA Qualifications or Certification are a plus
  • Proficient in MS Office suite
  • Periodic travel to plant operations, job sites and other venues
  • Valid CA Driver License and good driving record
