The incumbent of this position is responsible for coordinating right of way projects needed to facilitate construction projects throughout the state. The incumbent travels statewide and has hands on participation in all phases of right of way activities including title research activities in the various court houses, negotiations with property owners, and relocation assistance with displacees. The incumbent is also responsible for the oversight of right of way activities of all local public agencies. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service Laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.Some travel is required.This position is domiciled in the Real Estate- Kenner Regional office: 3108 Williams Blvd, Kenner, LA 70065.An ideal candidate will possess the following competencies:

Differs from Right of Way Agent 2 by the absence of experienced-level duties.Examples of Work60% Production: The incumbent is responsible for activities related to the acquisition of right of way, servitude and other real property. Researching titles in various courthouses and preparing title research reports which includes providing current ownership with the required chain of title and the legal description needed for the preparation of appraisals, right of way and construction maps, and acts of sale. Orders mortgage certificates from various clerks of court. Communicates with mortgage holders, bankruptcy courts and other lien holders to clear and remove any encumbrances from title. Orders cost estimates, appraisals, review sheets and Certificates of Estimate of Compensation. Responsible for coordinating consultant activities on right of way service contracts. Assembles and provides resources, such as right of way maps, construction plans, title research reports, appraisals with review sheets, copies of “Acquisition of Right of Way and Relocation Assistance: booklets and other materials to the right of way consultants. Monitors progress and gives guidance and advice to consultants in the performance of their contractual duties. Prepares documents such as Project Notification Letters, Just Compensation Offer Letters, Summaries of Just Compensation, etc. and all other correspondence required by State Law and the Federal Uniform Code for negotiating, acquisition and relocation assistance. Contacts property owners, lease holders and other interested parties to negotiate the amicable acquisition of right of way, servitude and other real property. Maintains electronic status reporting programs such as LaGov; compiles project status reports for assigned projects and forwards information to supervisor. Prepares deeds of acquisition, obtains proper signatures and records deeds in the appropriate courthouses. Also prepares vouchers, orders checks for payment, and disburses funds to property owners and other vendors for right of way, servitude and other real property acquired and services required. In the Relocation Assistance phase of the Real Estate program – Prepares Relocation Assistance Plans and Conceptual Stage Relocation Plans to comply with Federal and State guidelines. Makes cost estimates, moving expenses estimates, computes replacement housing payments, and makes payments to displacees Reviews the total work product submitted to Headquarters by Regional agents and Regional Supervisors for accuracy and completeness and facilitates corrections and changes when necessary. Prepares documentation and reviews completeness and correctness of consultant and/or Regional acquisition files in cases where right of way, servitude and other real property cannot be amicable acquired and expropriation becomes necessary. Assists in the relocation of family units, businesses and personal property for right of way required for right of way on assigned DOTD projects. Participates in on-site quality control reviews in DOTD Regions statewide.15% GIS Activities: Creates, verifies and enters geographic information system (GIS) data, creates maps from GIS data and other resources, performs database maintenance and other support functions required for GIS work, creates and maintains metadata (critical technical information required for all GIS data), assists higher level GIS personnel in the production of graphics and other special purpose maps, interprets and utilizes aerial photos and highway project drawing in mapping, receives training in general and GIS specific database and computer skills.10% Property Management Activities: The incumbent is responsible for the identification and processing of uneconomic property remainders and other surplus property acquired on assigned projects and the referral of such property to the Property Management office for further handling. Composes “Sale of State Owned Buildings” and “Demolition of State Owned Building” bid proposal booklets and distributes to interested parties on assigned projects. Prepares sales documents, collects funds paid and transmits funds in the Accounting Section. Prepares contracts for successful bidders and verifies that the demolition is carried out according to the DOTD contract specifications. Processes performance bonds, prepares vouchers, orders checks, and makes payments to successful bidders for services performed5% Training and Mentoring Activities: The incumbent is responsible for mentoring and assisting in training persons in Right of Way Agent 1, 2 and 3 positions.5% Other Duties and Activities: The incumbent is responsible for attending planning meetings, plans in hand, and public meetings as necessary to provide right of way information to the public and other DOTD sections.
