Plans review and analysis projects, monitors and evaluates key operations and financial data. Uses analysis and verifications to determine effectiveness, efficiency, and compliance with directives, etc. The incumbent is responsible for planning and conducting economy and efficiency reviews and the preparation of written reports that include conclusion and recommendations.Designates the type and scope of required reviews of accounting, retail, inventory management, contracting, services, food, concession, data systems, equipment and facilities.Reviews responses to reports and follows up to determine status of implementation of recommendations. Determines feasibility of matters such as cost proposals or adequacy of systems, security equipment/procedures, and internal controls. Resolves technical matters and advises on impact of policies and actions.Plans, budgets, supervises, analyzes and reports the annual resalable merchandise inventory.Establishes long range plans and objectives for the department and formulates and directs the development and issuance of policies, procedures, and programs pertaining to review functions.Coordinates with and assists investigative agencies such as CID, NCIS, and PMO in security matters related to MCCS.Plans, directs and participates in special reviews, investigations, or studies. Coordinates these activities with appropriate internal or external agencies. Provides written reports that include recommendations.Examines policies, procedures, and functions prescribed in all MCCS directives. Keeps abreast of current trends and new developments in review techniques, accountability controls, and security equipment/procedures in order to incorporate beneficial changes into the internal review program.Performs on-the-job review of projects being performed by subordinates to evaluate performance, provides technical and administrative guidance in unusual or complex situations, and discusses major discrepancies with Director. Supervises employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards and training employees.Operates as a liaison during all external audits and reviews with agencies such as MCNAFAS, Naval Audit, and CPA firms.Requires access to classified information.This position reports to the Review and Analysis/Facilities Maintenance Operations Officer.Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. EVALUATIONS:QualificationsA minimum of four years specialized experience is required in two of the following: Review and Analysis, Loss Prevention, Security, Accounting, Auditing including at least one year of supervisory experience. Education may be used in lieu of some experience. Skill to investigate and prepare documentation in accordance with naval correspondence rules of grammar and punctuation. Effective presentation skills and ability to communicate with employees at various levels in the organization. Must be able to successfully complete, obtain and maintain a favorable T3 background investigation.This is a white-collar position where occasional lifting up to 20lbs may be required. Work is performed in an office setting but may be performed in workspaces throughout MCCS.*This is a ¿covered position¿ for the Domestic Violence Misdemeanor Amendment to the Gun Control Act for Department of the Navy civilian personnel. Due to contact with firearms, or ammunition in accomplishing work, DD Form 2760 certifying whether or not a ¿qualifying conviction¿ for a misdemeanor or felony crime of domestic violence has occurred MUST be completed. The continuing obligation to notify the immediate supervisor of any qualifying conviction through completion of DD Form 2760 is REQUIRED.
