Directs the planning, staffing, promotion, execution and review of the total Branch’s efforts, to include revenue generation where applicable, through various sections and unit heads. The incumbent will organize, manage, and supervise the Wood Hobby Shop, Auto Skills Hobby Shop and Full-Service Center, Single Marine Program, Active-Duty Recreation Center, Outdoor Adventures Equipment Issue and Party Rental facilities and coinciding inventories and programming efforts.The incumbent will serve as liaison with other MCCS Divisions, installation leadership and all other internal and external stakeholders for the purpose of enhancing, administering, and integrating recreation efforts aboard the installation in support of Marine Corps Total Fitness. Coordinates with MCCS Marketing to plan and develop promotions and advertising, commercial sponsorship, and publicity strategies. Coordinates and implements joint programs with other MCCS and installation activities.Continually evaluates the effectiveness of ongoing activities, resources, and objectives, and adapts and alters activities accordingly. May initiate purchase requests for required equipment, supplies, and services. May be assigned as a purchase cardholder or Approving Official. Prepares, submits and is responsible for the annual budget. Performs and oversees a variety of administrative tasks to include but are not limited to developing short- and long-range plans in conjunction with internal operating directives, establishing and updating operating procedures, preparing management narratives, after action reports, etc. in alignment with Marine Corps policy.Exercises delegated personnel management authority from the higher-level supervisor, providing leadership and oversight to subordinate supervisors and staff. Supervises employees directly or through subordinate supervisors to include assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, disciplinary actions, completing performance reviews, signing timesheets, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol abuse and take appropriate action.Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Ensures implementation of an activity safety program in accordance with the Base Safety Program. Advise employees of available safety regulations, instructions, materials, and equipment. Promptly reports workplace accidents/injury to the Human Resources Office. Ensures that safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions and follows through with appropriate action. EVALUATIONS:QualificationsMINIMUM QUALIFICATIONS:Bachelor’s degree in business, recreation management or other related field from an accredited college or university OR four years of related work experience in the commercial recreation industry OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above. Four years of supervisory experience required. Must be able to demonstrate a high proficiency in management, organizational concepts and productivity methods. Skill and knowledge in financial management principles and experience in budget processes. Excellent verbal and written communication skills to convey complex information clearly and effectively. Proficient in Microsoft Office: Excel, Word, PowerPoint, Outlook (email), Windows, and navigating the web. Ability to maintain effective working relationships with other personnel, both inside and outside the organization with minimal supervision. Must possess and maintain a valid state driver’s license.
