Position Summary**The final salary for this position is dependent upon total education and experience**The Earth Data Analysis Center (EDAC) at the University of New Mexico (UNM) has a full-time Programmer Analyst 3 Position opening on the Albuquerque Main Campus. EDAC was established at UNM in 1965 to transfer NASA spaced-based technology to the private and public sectors. As a center of expertise in geospatial technology and information technology, EDAC’s mission is to serve federal, state, local, and tribal government agencies, research institutes, professional societies and organizations, and the private sector by leveraging geospatial technologies and information technologies to address their needs and challenges.
The Programmer Analyst 3 will be under limited supervision, providing professional level support in advanced geospatial technologies and research, with an emphasis on GIS and spatial analysis and modeling. This position requires a strong understanding of geospatial applications and programming, with the ability to interpret and apply them effectively. Responsibilities include seeking and responding to funding opportunities, project scoping, prototyping, plan development, and conducting geospatial/programming feasibility studies. Manages and oversees EDAC’s Geospatial Program, which comprises developing integrated project management plans, budgeting, and risk assessment for complex long-term projects, as well as medium- and small-scale projects, including implementation schedules and resource estimates. Ability to lead the design, development, and implementation of geospatial research, applications, and products to fulfill grant and contract requirements. In addition, this position will assist EDAC’s IT staff in designing and developing integrated systems, applications, and automated workflows. This position requires the ability to thrive in a fast-paced supportive environment, have attention to detail, and possess a broad range of GIS management, programming, and geospatial research skills. It also requires vision and leadership to further advance EDAC’s Geospatial Program.EDAC’s Geospatial Program works across diverse systems, utilizing GIS, drones, remote sensing, image processing, web applications/services, and related programming to serve a wide range of clients. This work involves geospatial data acquisition, processing, mapping, analysis, and programming. EDAC primarily uses ESRI products in the development of specific client driven solutions.Conditions of Employment

Minimum QualificationsBachelor’s degree; at least 2 years of progressively responsible experience directly related to the duties and responsibilities specified.Completed degree(s) from an accredited institution and/or experience that is directly related to the duties and responsibilities specified may be interchangeable on a year-for-year basis.
Preferred Qualifications
- Procuring, scoping, budgeting, implementing, and managing geospatial projects using state-of-the-art geospatial technologies such as GeoAI, geospatial big data analytics, and 3D mapping.
- Strong analytical and problem-solving abilities to address geospatial challenges.
- Uses ESRI’s ArcGIS software, extensions, and applications.
- Designs, develops, maintains geospatial databases, and routinely uses relational database management systems (RDMS) such as MySQL and PostgreSQL.
- Gathers, develops, and/or maintains geospatial data, ensuring accuracy, integration, and consistency across various databases.
- Develops new GIS applications or modifies existing ones to create maps and automate workflows.
- Creates and maintains project reports, metadata, and documentation as required.
- Participates in meetings with EDAC’s IT developers, geospatial analyst/programmer staff, and clients as needed to gain a comprehensive understanding of the expected project outcomes.
- Programming skills, including the development of applications and scripts leveraging technologies such as ArcGIS SDKs, ArcGIS Notebooks, Python, Java, JavaScript, ASP.NET, HTML, CSS, and modern frameworks like Python Flask and Django.
- Leads cooperatively with staff and students to complete assigned work.
- Proactively seeks input and clarification from other employees’ assigned to given projects in order to minimize time spent in performing the essential duties of the position.
- Develops, deploys, and maintains GIS applications built with ArcGIS extensions, ArcGIS Online, StoryMaps, ArcGIS Developer, Experience Builder, and ArcGIS Enterprise.
- Develops mash-ups with other mapping technologies such as Google Maps, Bing Maps, and OpenStreetMap.
- Participates in the strategic planning and development of the New Mexico Resource Geographic Information Systems (RGIS) program.
