Responsible for planning, implementing, and assuring proper execution of quality management and compliance processes for the Marine and Family Programs Division.Advises management on the quality and effectiveness of MF Programs practices, operations, productivity, and efficiency using qualitative and quantitative data. Establishes, maintains, researches, and interprets all Quality Management and compliance processes and procedures for Marine and Family Programs. Serves as the central point of contact concerning quality management and compliance processes.Establishes and maintains an internal certification program for the Marine and Family programs in the field, coordinating site visits to determine compliance with national standards and to determine the need for new or revised policies, procedures, and techniques. Helps prepare installations for internal certification visits by updating guidebooks and self-study documents. Objectively evaluates performed program services against the applicable process descriptions, standards, and procedures. Tracks program compliance with national standards.Conducts senior level risk assessment/analysis. Develops compliance policies, procedures, and plans. Evaluates inspection and audit results and combines those results with a comprehensive knowledge of compliance and risk management to formulate recommendations to increase the effectiveness and efficiency of MF programs. Oversees MF Division external and internal audits, reviews, and inspections. Represents MF at entrance and exit conferences. Prepares Annual Statement of Assurance. Oversees credentialing/privileging, forms, external and internal audits, functional area checklists, and questions pertaining to Privacy Act and SORN.Develops and presents high level briefings and reports to leadership, to include SES/general/flag officers. As an Action Officer, attends conferences and meetings, prepares reports, initiates follow-up of required actions, and prepares relevant background material for use by management. Prepares correspondence, briefs, action documents, routing sheets, point papers, and other documents for use by the management group and Headquarters Marine Corps (HQMC) Flag Officers. Represents Marine and Family Programs Division on quality management and compliance initiatives. Maintains liaison with higher headquarters and sister services’ staff members and civilian professional organizations.Directly supervises full performance NF-3 and NF-4 Quality Management and Compliance section staff to include: assigning, distributing, and evaluating work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave; recommending and completing personnel actions; recommending and completing performance reviews; recommending and administering discipline; recommending and administering incentive awards; signing timecards; training employees; keeping abreast of, and actively supporting, the principles of the EEO program and prevention of sexual harassment; being alert to alcohol/drug abuse to take appropriate action.May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments, and conduct or attend site visits, working groups, and meetings.Performs other duties as assigned. EVALUATIONS:QualificationsBachelor’s degree in Business, Accounting, Informatics, Program Evaluation, or a related field appropriate to the work of position AND four years of specialized experience in quality management and compliance, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.Must have mastery knowledge of quality management and compliance concepts, operating principles and methodology applicable to accomplish program goals and objectives. This includes expert knowledge of organizational missions, objectives, and procedures. Ability to apply a high degree of quality management and compliance knowledge and skill in the analysis and resolution of very complex or sensitive problems and for new developments and methodologies for program areas.Experience with inspections, certifications, or site reviews required. Experience with Marine Corps standards, functional area checklists, and compliance and risk management policies and methods preferred. Ability to collaborate across programs to develop comprehensive response.Experience that demonstrates knowledge of and strong background in statistical analysis with proficiency in statistical packages, Excel, and Access. Skill to analyze and evaluate programs and procedures to improve organizational effectiveness and efficiency and to determine compliance with established policies and procedures; represent the Marine Corps at internal and external meetings; analyze factual information and recognize significant factors, relationships, and trends, and to write reports on findings. Skill to perform site reviews to determine compliance with established policies and procedures and establish sound management practices and maintain effective relationships with, and gain confidence and cooperation of a variety of stakeholders to accept proposals on complex issues.Comprehensive knowledge of: Marine Corps organizational structure; policies and activities; management principles and processes. Ability to interpret and integrate policies, congressional language, executive orders, national standards, and DoD policies into Marine Corps programming and planning.Knowledge of and skill in using management information systems, office automation systems and processes, computer applications, principles, and techniques and develop reports, proposals, charts and graphs and conduct presentations. Ability to supervise others in the accomplishment of work. Skill to motivate and manage multiple projects in a high operational tempo. Ability to multi-task while maintaining attention to priority requirements.
