Duties

Serves as Program Analyst for the Secretariat, Marine and Family Programs Division (MF), Manpower and Reserve Affairs Department, Headquarters, United States Marine Corps. Responsible for the day-to-day operations for MF that includes the receipt, dissemination, retrieval, response, entry, and follow-up of electronic taskers, e.g., Enterprise Management Task Software Solution (EMTS2) or the current tasker management solution, and all other formal and informal tasks.

Ensures compliance and execution of MF administrative policies and strategies. Develops management and administrative techniques to support MF. This includes supporting the development and evaluation of operational training to create a higher level of understanding and performance in document drafting and routing. Maintains the timelines of all tasks. Reinforces an atmosphere of support and assistance in accordance with Division leadership for the support of: Program Assessment, Future Operations, Behavior Programs, Family Care, Personal and Professional Readiness, Semper Fit, Military Personnel Services, and the Prevention and Integration Branch. Works with division personnel to gather information, statistics, etc. to provide credible responses to taskers and defend the interests relating to major program initiatives.

Tracks Division compliance with records and reports management. Reviews and evaluates how MF identifies, collects, stores, manages, retrieves and disposes of records regardless of location or format and that information collected is required by policy, not already available from other sources, is worth the imposition of the burden to collect, and challenged when necessary or no longer needed.

Develops and presents high level briefings to leadership, to include SES/general/flag officers. As an Action Officer, attends conferences and meetings, prepares reports, initiates follow-up of required actions, and prepares relevant background material for use by management. Prepares correspondence, briefs, action documents, routing sheets, point papers, and other documents for use by the management group and Headquarters Marine Corps (HQMC) Flag Officers.

Conducts appropriate coordination on taskers, both internally to MF and externally (within the Marine Corps, Secretariat, and OSD).

Communicates with personnel in a variety of organizational levels. Works with program staff to ensure accuracy and timeliness of responses. Provides senior management with meeting reports, initiates any follow-up action required, and prepares relevant background material for use by management.

Assists in performing multi-year planning and analysis for MF, interpreting widely varying requirements contained in planning and programming guidance received from Secretary of Defense and Commandant of the Marine Corps, preparing guidance regarding programs for the branch. Ensures program, resources and research data is incorporated in organizational strategic plans.

Make recommendations, which consider the strategic intent and execution of the program. Reviews and analyzes initiatives submitted for the Marine Corps Program Objective Memorandum (POM), ascertaining accuracy, resource implications and conformance to SECNAV/CMC goals, objectives, and decisions.

Uses desktop publishing technology or other software to create, write, edit and manipulate publications, and develop and design documents. Uses a variety of software programs to develop and layout a variety of technical publications. Uses own initiative and creativity to implement unique styles of presentation that are technically and grammatically sound. Assists and provides guidance to the Marine and Family Programs Division Programs, higher headquarters and field command personnel on written communication as necessary. Recommends alternative methods of presentation for briefings, slides, brochures, programs and specialized documents.

Conducts research to gather information, selects what is pertinent to the assignment, and develops points of emphasis and significant factors and trends involved in the subject matter through discussions with specialists and subject matter experts in the specific fields. Verifies references and factual information; compares text, figures, and illustrations to assure agreement; and determines publication format. Plans layout and prepares specifications for various technical publications. Develops correspondence, point papers, briefs, and other items. Accesses information to monitor and respond to reports regarding planning and strategies; represent the Secretariat at meetings and briefings as they relate to planning and strategy development.

May travel to complete work assignments, and conduct or attend conferences, trainings, and meetings.

Qualifications

Bachelors degree in Business, Social Sciences or a related field appropriate to the work of position AND five years of experience in the occupation preferred, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, or appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.

Experience that demonstrates comprehensive knowledge of the Marine Corps organizational structure and the Marine Corps Planning Process (MCPP); knowledge and understanding of a wide range of Marine Corps policies and requirements. Comprehensive knowledge of Marine Corps policies, management principles, and processes. Skill to communicate effectively orally and in writing, develop reports, proposals, charts, and graphs and conduct presentations. Expert knowledge of naval and supplemental Marine Corps correspondence standards. Ability to analyze and assess programs utilizing a provided model. Skill in finding effective solutions to unique and/or complex situations; Ability to communicate both orally and in writing.

Telework: Eligible for incremental telework as determined by MF policy.
