This position is that of a Policy Analyst and is located in the Statistical Policy and Standards Unit. The incumbent designs, analyzes and advises on policies, practices and written artifacts dealing with core BJS programs.

This position is not a remote position. The duty station is Washington, DC. The selectee will be required to report to the duty station at least 4 days in a bi-weekly pay period. Duties

Evaluates existing BJS policies and procedures for alignment with stated goals and objectives. Researches applicable OMB guidance and other statistical agencies’ policies and processes to help develop recommendations.
Develops agency-wide statistical policies based on existing laws, policy and best practices. Reviews and edits draft policy documents for completeness, accuracy and benefit to BJS. Serves on BJS, OJP and other federal technical and policy working groups related to statistical policy.
Develops processes and procedures to track compliance with statistical policy requirements related to data confidentiality, privacy, access and security.
Implements and maintains a tracking system for all BJS reviews and engagements. Develops processes to coordinate and maintain tracking for OMB Paperwork Reduction Act clearance package submission.

Qualifications
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS
GRADE 11:
Qualifying experience for the GS-11 level includes one year of specialized experience at least equivalent to GS-9 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: Analyzing laws, regulations, and policies to determine an impact on operations; applying analytical and evaluative principles, methods, and techniques to identify issues and problems; reviewing statistical laws, policies, and processes and making recommendations for improvements; auditing files and processes to assess compliance with processes and policies; developing statistical and/or narrative data to support recommendations for enhancing productivity.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Experience requirements at the GS-11 level may be met by a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
TECHNICAL QUALIFICATIONS
Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:
– Knowledge of statistical methods.
– Ability to develop/analyze work processes.
– Skill in analyzing laws, regulations and policies that impact agency operations.
– Ability to plan and execute work.
– Knowledge of statistical laws, policies, and processes sufficient to make recommendations to the organization.

This position has a duty station of Washington, D.C. The selectee will be required to physically report to the OJP office building at least four (4) days per bi-weekly pay period and may incorporate leave and official travel plans into this reporting requirement. The office director or supervisor may request the selectee’s presence in the office more frequently, as determined by the needs of the office. The selectee will be responsible for covering all commuting-related travel expenses. OJP employees are eligible for one transportation benefit – parking or the Department of Justice (DOJ) transit subsidy.
