To provide expert-level design, development, and support for enterprise-level .NET applications and integration solutions. This role is responsible for delivering complex software solutions aligned with long-term IT strategy, supporting multi-language translation frameworks, and ensuring seamless application integration across commerce platforms. The role also involves mentoring team members, driving best practices, and maintaining continuous integration and deployment pipelines to enhance system reliability and performance.RequirementsMinimally Required Deliverables/Tasks
- Providing IT support for .NET-based systems;
- Delivering services related to the Multi Language Translation (MLT) framework;
- Offering design recommendations aligned with long-term IT organizational strategy;
- Developing enterprise-level applications and custom integration solutions including significant enhancements, interfaces, functions, and features;
- Utilizing various platforms to deliver automated system applications to customers;
- Providing expertise on application integration across Commerce systems;
- Defining specifications, then planning, designing, and developing the most complex and critical business software solutions, following appropriate software engineering methodologies—either independently or as part of a project team;
- Assisting with the resolution of the most challenging support issues;
- Establishing programming and development standards, procedures, and architectures for code reuse;
- Consistently applying the attributes and processes of current application development methodologies;
- Conducting research and staying updated on emerging technologies and their potential application to Commerce;
- Performing code reviews as requested;
- Supporting Issues and Adjudication framework, appeals, State Information Data Exchange System (SIDES), batch processes, correspondences, fact-finding templates, and claims processes;
- Serving as a technical expert and critical resource across multiple disciplines internally and externally;
- Acting as an internal consultant, advocate, mentor, and agent of change;
- Developing and maintaining Azure DevOps (ADO) capabilities including build/release automation, branching/merging strategies, role management, custom task creation, Azure DevOps pipelines, and build definitions using Visual Studio Online/Extensible Application Markup Language (VSO/XAML);
- Participating in Technical Change Control Board activities such as code refactoring, design reviews, and Read Only Memory (ROM) estimates for projects and enhancements.
Staff Qualifications and Performance CriteriaContractor and/or Contractor’s staff assigned to this Contract shall possess the following knowledge, skills, and abilities:
- Master’s or bachelor’s degree in computer science, information systems, or related field, or equivalent work experience;
- At least ten (10) years of design and/or development experience with .NET, C#, ASP.NET, Oracle, and SQL Server within an n-tier architecture;
- Strong proficiency in object-oriented development techniques;
- Experience in database design and development with Oracle and Microsoft SQL Server;
- Expertise in SQL query optimization and tuning;
- Experience with source control management using Azure DevOps;
- Proven track record as a project leader on multiple IT initiatives;
- Experience as a lead technical expert or subject matter expert;
- Experience handling complex projects that demand in-depth knowledge across multiple technical domains and business areas;
- Comprehensive understanding of modern programming languages and object-oriented design, coding, testing, and debugging;
- Familiarity with Software Development Life Cycle (SDLC) and Agile methodologies;
- Experience supporting production deployments and troubleshooting deployment issues;
- Experience managing branching and merging strategies supporting parallel development;
- Capability to establish continuous integration environments;
- Proficiency in configuring builds, transformations, and deployment settings for various environments;
- At least ten (10) years working with .NET Framework 4.5 and above;
- At least ten (10) years experience using Visual Studio 2015 or later versions;
- Skilled in authoring technical documentation;
- Minimum ten (10) years of experience with .NET 8.0, ASP.NET MVC Razor pages for dynamic web application development;
- Experience with Bootstrap, jQuery, and other responsive design technologies for mobile-friendly user interfaces;
- Familiarity with AngularJS for building interactive, data-driven applications;
- Experience using NLog for application logging and iText for generating PDF documents;
- Knowledge of ADA compliance standards and experience with tools/techniques to ensure web accessibility;
- Experience managing Oracle databases and writing T-SQL for data manipulation and retrieval;
- Proficient with Azure DevOps for continuous integration/deployment and Azure App Services for cloud-native application deployment;
- Ability to implement analytics solutions, leveraging Redis and ElasticSearch for distributed caching to improve application performance and reliability;
- Experience using wireframing software for prototype creation.
Expected salary: $108000 – 116000 per year
