Duties

Responsible for providing direct oversight of planning, directing, initiating, and implementing a comprehensive marketing program for MCCS. Develops and implements marketing plans, strategies, and programs in coordination with other departments. Plans, coordinates, and conducts market research to determine trends, program effectiveness, and customer preferences.

Identifies, establishes, maintains and oversees the communication needs for MCCS programs through a variety of informational channels, production of graphics arts and oversight of digital media platforms. Carries out public relations activities for MCCS departments. Serves as the primary point of contact for media and outside organizations.

Supervises advertising and commercial sponsorship activities for departments. Oversees the planning, organizing and execution of MCCS community wide special events, and provides event planning guidance and support to MCCS activities directly and through subordinate staff.

Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economics. Prepares internal office financial plans and related records and reports, and exercises authority on approved budget. Monitors programs on a regular basis, and initiates corrective action to ensure support of operating programs of MCCS. Manages new property resources and may provide direction on facility renovations and improvements.

Develops business strategy, branding, and long range plans in conjunction with internal operating directives and exercises internal personnel management authorities as delegated by the higher-level supervisor with regard to subordinate supervisors and employees within the marketing office. Supervises employees directly or indirectly through subordinate supervisors and oversees administration of the marketing staff. Initiates recruitments, conducts interviews and determines personnel selections. Counsels and trains employees, schedules and directs work, appraises work performance. Approves or disapproves leave, and personnel actions.

Must be alert to substance abuse and take appropriate action. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.

EVALUATIONS:

Qualifications

Four years experience that demonstrates a professional knowledge of market research, public relations, advertising, event coordination, web-based and social media strategies, and marketing in a high performing and challenging environment. Bachelor’s degree in marketing, communications or related field is required. Knowledge of military structures, NAF policies and procedures highly preferred. Must have excellent communications skills and ability to make effective oral and electronic presentations to a mixed audience of military officers and civilian personnel. Ability to supervise and coordinate the work of a subordinate staff. Skilled in various computer and software programs including Microsoft Office (Outlook, PowerPoint, Publisher, Word and Excel). Demonstrated experience using a variety of marketing media and methods, such as graphic arts, design, illustrations, photographs, computers, broadcast, and other visual media. This is a white-collar position where occasional lifting up to 20 lbs may be required.
