Iowa Workforce Development is seeking to fill our Information Technology Specialist 4 in the Labor Market Information Division, at our 1000 E Grand Ave office.

This position will support the Bureau of Labor Statistics national Automated Current Employment Statistics (ACES) system which is used by the Bureau of Labor Statistics Current Employment Statistics (CES) Program. CES is a survey that provides detailed industry data on employment, hours, and earnings of workers on nonfarm payroll.

Job description:
Application Development

  • Responsible for application development, including building .NET applications using VB.Net, C#.Net, and other tools.
  • Plan, design and develop structured programming code or web modules for complex applications based on systems analysis.
  • Ensure the best possible performance, quality, and responsiveness of applications. Identify bottlenecks and bugs, and devise solutions to mitigate and address these issues.
  • Help maintain code quality, organization, and automation and utilize fundamental design principles to build a scalable application.
  • Combine database language and procedural programming language and create database schemas that represent and support business processes.
  • Maintain appropriate backup and recovery procedures for critical information and systems.
  • Uphold all compliance of state and federal information security standards.

Systems Analysis and Design

  • Analyze and gather requirements for a highly secure, government software application and create a design for the final software output and translate application storyboards and use cases into functional applications.
  • Examine complex and intricate system operations and procedures. Evaluate potential changes to business operations, network functions and/or procedures.
  • Develop project plan, deliverables, and timelines, along with developing documentation to depict the flow of data, design documents, forms, and record layouts.
  • Implement automated testing platforms and unit tests.
  • Perform extensive software testing and stringent quality checks to ensure an error free as well as optimum final product to the user.
  • Understand the life cycle of software and determining any changes that may be needed as per the observations and feedback from peers or end users.

End User Support and Ongoing Product Development

  • Train team members and/or the end user on the final product as well as provide technical support whenever required.
  • Provide help desk support to end users and resolve customer service tickets in a timely manner and according to established procedures. Track improvements and enhancements for backlog.
  • Participate as a team member providing input, asking questions, and sharing responsibility to ensure continuous improvements on projects, programs, and services.
  • Establish standards to ensure systems are being effectively utilized.
  • Keep current on the latest technologies that aid in the development of core web applications and enhance their features in the long run.

Professional and Personal Development

  • Must be a confident, team player working with very experienced team members.
  • Comply and adhere to all work rules, policies and procedures set forth by Iowa Workforce Development, State of Iowa, and the U.S. Bureau of Labor Statistics (BLS).
  • Attend training courses and acquire necessary skills to meet the requirements of the workplace.
  • Participate in performing after hours’ duties as required by supervisor.

022 Microsoft C#.Net
6 months’ experience, 12 semester hours, or a combination of both in the following:

  • Developing code written in C#
  • Developing Windows forms based on applications using Microsoft C#.Net.
  • Developing web based applications using Microsoft ASP.Net.
  • Using ADO.Net to interact with Microsoft SQL Server and other data bases.

AND 073 – SQL
6 months’ experience, 12 semester hours, or a combination of both using Microsoft SQL toolset within no more than 2 major versions of the current release.

AND

423 VB.Net
12 semester hours of coursework or 6 months of experience from which the applicant would be able to specifically perform the following:

  • Develop Windows forms based on applications using Microsoft VB.Net
  • Develop web based applications using Microsoft ASP.Net
  • Use ADO.Net to interact with Microsoft SQL Server and other data bases
  • Develop and manage .Net components in an object oriented environment

Minimum Qualification Requirements

Graduation from an accredited four-year college or university and experience equal to two years of full-time work: operating a multi-job computer; installing, operating and coordinating computer based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks and/or servers; managing operating systems; developing/ delivering information management training; providing Information Technology (IT) customer service; or designing/administering Internet sites;

OR an equivalent combination of education and experience substituting the completion of an approved curriculum/specialized training program developed and implemented by or in cooperation with state government; or eighteen semester hours of accredited post high school course work in one of the specialty areas listed above; or certification by an authorized educational institution/major computer or software producer in an area directly related to one of the specialty areas listed above, for the required education;

OR an equivalent combination of education and experience substituting one year of the required experience for thirty semester hours of the required education;

OR employees with current continuous experience in the state executive branch that includes experience equal to six months of full-time work as an Information Technology Specialist 3.
