The Illinois Office of the Comptroller is seeking applicants for the position of Information Technology Analyst for Development.

The Comptroller is the chief fiscal control officer for the Illinois government, charged by the Constitution with maintaining the state’s central fiscal accounts and ordering payments into and out of the appropriate funds. The office processes more than 16 million transactions annually and serves as a “fiscal watchdog” to ensure that all state payments meet the requirements of the law. The Comptroller’s office provides meaningful and timely fiscal information to help state policymakers adopt effective policies. The office continually seeks new ways to improve how it serves the public. The Comptroller has updated and streamlined the Comptroller’s website and has led the process of updating the state’s payroll and accounting systems. Comptroller Mendoza is committed to running the Office of Comptroller as a financial watchdog for the interest of Illinois citizens and to installing the most modern and transparent systems to make the state’s financial information available to all.

MAJOR FUNCTION: Under general supervision, functions in technical capacity supporting the Information Technology program initiatives; designs software enhancements and analyzes and resolves application problems; responds to application-related issues and develops corrective actions; codes and tests software fixes and enhancements to meet IOC user requirements; documents software changes and applies IOC procedures; prepares software for migrations between staging and production environments.

Job Responsibilities

  • Works with senior developers and/or immediate supervisor to program and debug code for new and enhanced applications
  • Documents technical changes and overall processes and/or procedures
  • Meets with development teams to assess project scope, development time, user needs, and business requirements
  • Performs other related duties as required or assigned which are reasonably within the scope of duties

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in computer science, information technology, or a related degree with coursework specific to information technology.
  • Requires a minimum of one (1) year of experience in application development, web site development/maintenance.
  • Requires a minimum of one (1) year with experience in modification, documentation, and software programming.

Preferred Qualifications

  • Prefers one (1) year of experience in one or more of the following languages: T-SQL, JavaScript, .Net (C#, ASP.net), ColdFusion/CFML
  • Prefers experience with version control practices and environments

Knowledge, Skills, and Abilities

  • Requires thorough knowledge of Information Technology concepts and the theories and functions of computer systems.
  • Requires thorough knowledge of the principles of computer science or information technology, and public administration, principles, and practices.
  • Requires thorough knowledge of office programs and service objectives, activities, and operational systems.
  • Requires ability to express ideas clearly both orally and in writing.
  • Requires ability to develop and maintain satisfactory working relationships through excellent communication skills.
  • Requires knowledge of computer programming languages, object-oriented programming principles, and the software development life cycle.
  • Requires understanding of version control and programming in a team environment.

This position is eligible to be a member of the State of Illinois Group Insurance program which includes health, dental, vision, and life insurance coverage options. Additionally, this position will annually accrue 12 paid sick days, a minimum of 12 paid vacation days, 4 paid personal days, and be afforded 14 paid state holidays, prorated based on start date.
