This position is located in the Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA), Policy Office, Behavioral Health and Justice Systems Team, Technical Assistance and Workforce Coordination Unit. BJA’s broad and complex criminal justice grant programs, which are nationwide in scope, provide funds, training, and technical assistance (TTA) to state, tribal, and local criminal justice agencies and stakeholders.
The Policy Office provides national leadership in criminal justice grant programs, training, and technical assistance. The incumbent will serve as a Policy Advisor in criminal justice training and technical assistance. Serves as a technical expert in the administration of a wide variety of complex criminal justice strategies, programs and related grants, cooperative agreements, and/or contracts. Negotiates technical aspects of criminal justice strategies programs including regarding federal grants, contracts, cooperative agreements, and inter-agency agreements to ensure the greatest potential for success and impact of vital programs.
Monitors overall performance of criminal justice training and technical assistance grantees related to adherence to research-based principles, fidelity to an articulated model, and success in implementation. Maintains contact with training and technical assistance providers and periodic contact with site-based grantees to stay current with their progress and implementation efforts, needs, and problems associated with criminal justice training and technical assistance program delays. Serves as a technical expert in planning, developing and administering training and technical assistance programs, evaluation results, and using the findings in planning, developing, and installing new or modified programs.

Provides advice and guidance to resolve, implement, or manage program issues that involve major areas of uncertainty in approach or methodology in criminal justice training and technical assistance program areas. Makes recommendations related to criminal justice training and technical assistance program planning and implementation in connection with prospective changes in functions in criminal justice training and technical assistance program areas.

Serves as a technical expert in the administration of a wide variety of complex criminal justice training and technical assistance issues and strategies to inform the development and management of grants and/or cooperative agreements. Provides guidance and recommendations on criminal justice training and technical assistance related initiatives. Develops and maintains effective relationships with national, state, tribal, and local experts, administrators, high-level officials, policy makers, and planners in criminal justice training and technical assistance areas. Serves as a BJA representative on interagency task force focusing on criminal justice training and technical assistance programs whose members may include high-level DOJ officials and other executive branch representatives.

Researches and prepares a variety of written materials related to administrative or program work, such as researching program trends and preparing correspondence, memoranda, white papers, or other documents relevant to program activities.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience include: experience with criminal justice training and technical assistance programs including grant programs to include the laws, regulations, rules, policies and procedures for the administration of Federal grants and cooperative agreements; experience formulating guidelines, implementing new developments and providing policy interpretation for criminal justice training and technical assistance programs; experience evaluating and monitoring criminal justice training and technical assistance programs; or experience as a technical expert in criminal justice training and technical assistance program grants and/or cooperative agreements..

TECHNICAL QUALIFICATIONS:

Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:

Knowledge of the laws, regulations, rules, policies, procedures, and methods governing criminal training and technical assistance programs such as Federal grants and/or cooperative agreements.
Ability to provide advice and guidance on criminal justice training and technical assistance program policies, Standard Operating Procedures, and guidelines.
Ability to plan and execute work.
Ability to communicate effectively other than in writing.
Ability to communicate in writing.

TIME-IN-GRADE REQUIREMENT: Status applicants for promotion must have 52 weeks of service at the next lower grade by the closing date.

This position has a duty station of Washington, D.C. The selectee will be required to physically report to the OJP office building at least four (4) days per bi-weekly pay period and may incorporate leave and official travel plans into this reporting requirement. The office director or supervisor may request the selectee’s presence in the office more frequently, as determined by the needs of the office. The selectee will be responsible for covering all commuting-related travel expenses. OJP employees are eligible for one transportation benefit – parking or the Department of Justice (DOJ) transit subsidy.
