The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.Major duties and responsibilities include:

  • Performs the final review of VA research award applications, ensuring compliance with all submission requirements
  • Oversees, reviews, analyzes, and evaluates grants/assistance program applications, plans and estimates
  • Prepares, processes, and tracks grants/assistance awards and compliance with reporting requirements
  • Conducts program evaluation including monitoring and assessing awardee performance, and establishing performance measures; monitoring, assessing, and ensuring awardee complies with all terms and conditions of an award
  • Initiates and/or recommends edits to grant submission components for best alignment with published rules/requirements
  • Serves as a liaison with local research community to clarify, interpret and resolve issues
  • Implements and interprets grants/assistance management policies, procedures, and practices
  • Provides training, technical assistance, oversight, ethics advice, expertise, and consultation to program offices, awardees, review panels, applicants, recipients, and sub-recipients as needed
  • Uploads approved forms and other relevant documents to the Institutional Review Board (IRB) database and providing technical support for uploads
  • Maintains, prepares reports and extracts data from databases and tracking sheets to ensure that all reporting requirements are completed on time
  • Provides administrative and technical support including preparation of agenda, minutes, special reports, correspondence and maintenance of study approval files and electronic records
  • Performs other related duties as assigned

Work Schedule: Monday through Friday, 8:00am to 4:30pm

QualificationsIn order to meet the minimum qualifications for this position at the GS- 7 level you must also meet one of the following:
EXPERIENCE: You must have at least one (1) full year of specialized experience (equivalent to at least the GS-5 level in the Federal service) that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this Grants Management Specialist, and that is typically in or related to the work of this position. Specialized experience is experience where you were responsible for assisting with preparing and processing grant applications. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~
EDUCATION: You must have successfully completed one (1) full year of graduate-level education in a field related to the work of a Grants Management Specialist. This education must have provided the knowledge, skills, and abilities necessary to do the work of this position. Copies of transcripts must be submitted with your application. ~OR~
COMBINATION: You must have an equivalent combination of related graduate-level education and specialized experience, as described above, which meet the total experience requirements for this grade level. Copies of transcripts must be submitted with your application. ~OR~
SUPERIOR ACADEMIC ACHIEVEMENT: Superior Academic Achievement (SAA) at the baccalaureate level in the qualifying curriculum detailed above is fully qualifying. To qualify for SAA, applicants must have completed all the requirements for a bachelor’s degree in a curriculum that is qualifying for the position to be filled and meet one of the following: * Rank in the upper one-third of your class in the college, university or major subdivision.

  • A grade-point average of “B” (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
  • A grade point average of “B+” (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.
