Who we are
The Biosecurity Plant and Science Services Division (BPSSD) safeguards Australia’s plant health status to achieve, maintain and expand overseas markets, while protecting the economy and environment. The division includes four branches, which together focus on providing scientific analysis and technical advice, facilitating the safe importation of plants and plant products, improving systems, market access, capacity building and stakeholder engagement. The division provides diagnostics, with advice on biosecurity risk and measures, and biosecurity training. The division conducts surveillance and response at first points of entry and approved arrangements sites nationally, and delivers plant, animal and aquatic health surveillance in northern Australia. The division works closely with communities and Indigenous rangers and regulates biosecurity risk in the Torres Strait.

Science and Surveillance Group (SSG) is comprised of scientists, operations and support staff responsible for regulatory advice and training, technical input to biosecurity policy, regulation activity in the Torres Strait and diverse surveillance and diagnostic services around Australia, including animal and plant health surveillance measures under the Northern Australia Quarantine Strategy.

The Northern Australia Quarantine Strategy includes an integrated program of active surveillance (scientific surveys conducted by specialist staff) supported by a range of general surveillance measures focused on community and stakeholder reporting of unusual signs of pests and diseases. Core objectives of the program focus on early detection of targeted pests, weeds and diseases and contributions to Australia’s capacity to demonstrate absence of high-risk pests and diseases to support trade and market access.

The Job
As a proficient user of ESRI ArcGIS Pro and ESRI’s suite of field data collection packages, you will be responsible for:

  • Analysing collected data, preparing it for both static and dynamic visualisation and mapping.
  • Assist in the design and implementation of survey forms for the deployment a number of ESRI tools such as Survey 123 and leverage your expertise with ArcGIS Enterprise for managing the data in our cloud repository.
  • Utilizing your GIS skills, you will be able to assist in the processing of historical data to bring it into conformance with current standards, including updating records and data.
  • Assist in the modelling from both past and current data to model and identify trends hidden in the data.
  • Automate tasks as needed (ideally, with Python or R experience).
  • Undertaking creation of maps based on data.
  • Undertaking maintenance and administration of data and our ESRI Enterprise instance (including advising on prosaic issues such as license consumption and data growth trends).
  • You will be keeping an eye on upcoming and novel related technologies, such as drone-based data collection, photogrammetry and other technology and be willing to engage with projects with either direct or indirect GIS connections.

Skills and Capabilities

  • Expertise in form design and user-experience testing to facilitate optimal end-user interactions. Prior experience in Python and/or R and SQL to facilitate smooth data processes and analyses.
  • Able to build maps and other visualisations for consumers with a range of backgrounds and expertise.
  • Exceptional verbal and written communication skills to build and maintain productive relationships with a diverse set of stakeholders.
  • Ability to engage with individuals at various competency levels to deliver training and technical support effectively.
  • Competency in operating a range of standard computing tools and the ability to quickly acquire and apply new IT skills.
  • Finally, you will have a strong innovation drive, be aware of emergency technologies such as photogrammetry, with a keen passion for innovation, and a drive to enhance processes.

Knowledge and experience
The successful candidate will have the following:

  • Demonstrated understanding of GIS software architecture and data standards, including experience with spatial data creation, management, and analysis with ESRI ArcGIS Pro and ArcGIS Enterprise Portal.
  • Spatial Information Systems; hands-on experience in map production, spatial data capture, analysis, and reporting preferably in an infrastructure environment, complemented with structured query language (SQL) skills.
  • Experience in ESRI and its associated suite of products, including but not limited to ESRI Apps, ArcGIS Pro, and ArcGIS Enterprise.
  • Knowledge with modern field recording systems (primarily ESRI Survey 123); be able to assist in application design, implementation and debugging.

Non-essential but advantageous:

  • Familiarity with working within a Microsoft Azure environment (and working in a cloud environment more generally) and be comfortable with a script-based approach to moving data out of a geodatabase and into an SQL database.
  • Familiarity with SQL.
  • Python or R scripting, particularly in a GIS context.
  • Familiarity with northern Australia agriculture and/or biosecurity.
  • Working and developing in a DevOps or Agile based project.

Eligibility
Citizenship – To be eligible for employment with the Department of Agriculture, Fisheries and Forestry you must be an Australian citizen.

Security Clearance – This position requires a Baseline Vetting security clearance. You will be required to obtain and maintain a clearance at this level.
