Duties

  • This position is located in the Office of the Assistant Director, Human Capital and Resource Management (HCRM), Financial Management (CF) Division, Defense Contract Audit Agency (DCAA).
  • Develops, administers, analyzes, and evaluates all aspects of the FM program for DCAA to include management and program analysis and control, budget management, cost analysis, productivity and management improvement programs.
  • Directs the development of the DCAA budget, policy guidance, and procedures for the proper execution of financial plans.
  • Oversees the review and analysis of Agency resource requirements to develop budget submissions and estimates for adherence to agency mission goals, senior management needs, and policies.
  • Directs the following functions: Managerial-Financial Planning and Reporting, Agency Financial Statements, Budget Formulation and Presentation, Budget Execution, Reimbursable Budget Program, Internal Management Control Reviews, and Fiscal Accounting.
  • Ensures the preparation of required justification material in support of the budget submission to DoD/OMB and, subsequently, to Congress.

Qualifications

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Specialized Experience:
You must have one year of specialized experience at the GS-14 or equivalent level. Specialized experience must be documented in your resume.Specialized experience includes: Serving as senior authority and subject matter source to interpret and control reporting requirements for Agency fiscal resources; managing policy, strategic initiatives, program objectives, and measures for budget, finance, accounting, organizational, and manpower functions.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Performance Appraisal: If you are a current Federal employee, you must be rated fully successful or higher on your current performance rating to be eligible for promotion. You may be asked to provide a copy of your performance appraisal during the evaluation and selection process.

Financial Management Certification: As a condition of employment, the selectee must meet the requirements of the DoD Financial Management (FM) Certification Program. The FM Certification Program is a course based program consisting of three certification levels. Level 3 certification must normally be completed within two years of the selectee’s employment start date.
