Serve as point of contact for all construction activities in these Districts for the District Area Engineers, Project Engineers, Contractors, and all other Sections within the Department, as well as citizens within these Districts. Resolves technical or highly complex engineering problems, which may evolve during the construction phase of projects. Makes construction site visits in order to make sound engineering decisions. Investigates and makes recommendations concerning plan changes and/or special agreements for engineering validity and soundness. Reviews plans and specifications prior to construction to ensure constructability of the final plans, investigates, and makes recommendations that will minimize plan changes, expedite construction of the project, and eliminate unnecessary costs.25% Serves as the Department’s technical expert in the areas of Construction (Portland Cement Concrete Paving, Asphalt Paving, Base Course and Embankment Construction, eConstruction, Structural Concrete, Alternative Delivery Contract Management, or Scheduling). Identifies and resolves technical issues and problems of a complex nature. Advises other Area Engineers in their areas of expertise. Coordinates and administers the uniform implementation of their Construction expertise (Portland Cement Concrete Paving, Asphalt Paving, Base Course and Embankment Construction, eConstruction, Structural Concrete, Alternative Delivery Contract Management, or Scheduling) specifications and policy and procedures on a statewide basis. Represents the Construction Division on specification and research committees for their respective area of expertise.10% Advises and/or recommends resolutions to the Director of Construction and Materials, Construction Engineer Administrator, the Chief Engineer and Undersecretaries on contractors’ claims, lawsuits, and construction related problems.
