Job description: Horizon BCBSNJ employees must live in New Jersey, New York, Pennsylvania, Connecticut or DelawareJob Summary: The role will help to ensure Horizon BCBSNJ’s ability to strengthen and maintain strong relationships with the leadership of New Jersey State Health Benefits program which includes the State’s Division of Pensions and Benefits (DPB) and the Treasury department. This role will be responsible for execution of strategic plans for SHBP account and partner management. This role will advocate and be the point of escalation for assigned SHBP/SEHBP programs; collaborate with State and Point solution vendor leadership to advocate for products and capabilities that support mutual growth and enable market competitive solutions; while soliciting client feedback related to products, financials and contracts and establish an internal framework to respond to suggestions or inquiries.
- Oversee key performance and financial guarantees and evaluate Horizon’s performance against assigned client contracts; proactively respond to, and remediate any identified gaps or risks; understand nuances and identify further opportunity to drive consistency and improvement.
- Own and lead client meetings as aligned to the account management principles, including but not limited to: identifying meeting objectives and participants, ensuring adequate preparation and presentation materials, and working across Horizon’s senior leadership to ensure appropriate follow through and documentation;
- Oversee and ensure Cost of Care owners are accountable for targets as well adoption of programs that can improve targets deemed ‘at risk’.
- Partner with sales and account management teams to promote Horizons offerings to plan members
- Support senior leadership with the development, negotiation and compliance of State bids / REFPs / contracts; proactively analyze contract language and/or requirements and collaborate with internal stakeholders to implement a renewal action plan, standardize contract language where appropriate, and mitigate conflicting terms; review and manage Performance Guarantees and/or Financial Guarantees on behalf of Horizon and the State to minimize financial risk.
- Oversee data analytics and reporting function for SHBP Account working with analytics, underwriting and actuarial leads. Build and maintain strong relationship with leadership and staff at the State within the DPB and Treasury department.
- Manage, develop and train staff; develop and monitor goals; conduct annual performance reviews, and administers salaries for the staff.
Additional Job DescriptionEducation/Experience
- Prefers Bachelor’s degree from an accredited college or university.
- Requires a demonstrated success in positions requiring consultative skills and the ability to influence those at senior levels regarding strategy, new concepts or approaches to achieving improved results.
- Requires a minimum of 8 years managing staff.
- Requires a minimum of 10 years of managing external/internal stakeholders
- Requires a minimum of 15 years work experience, including a minimum of 8 years in the Group Health insurance experience or the health care industry with a proven record of positive client relationships.
Knowledge
- Requires experience in successfully leading cross functional, matrixed teams to achieve long-term objectives.
- Strong analytical skills, including the ability to analyze large data sets, identify insights, and leverage these insights into business decisions.
- Project leadership/management experience a plus.
- Must be proficient in a Windows based environment, including MS Office products (Word, Excel, and PowerPoint).
