Perform senior level safety duties and represent TriMet as a fully competent and accomplished Safety Professional. Utilize your attained level of mastered skill, abilities and competencies as a recognized Safety Professional to lead, perform, coordinate and support TriMet’s agency-wide occupational health and safety programs, systems, and in promoting a culture of safety for employees and contractors. Perform journey-level work to help ensure that TriMet maintains compliance with all applicable federal, state, and local regulatory requirements. Support agency-wide efforts in identifying hazards, assisting in developing mitigation strategies and conducting system assurance audits and activities. Support the communications between front-line employees and management to advance safety as the agency’s highest core value, which guides all aspects of work.
Other duties may include leading and supporting TriMet’s Engineering, Construction and Planning Division in all aspects of its Construction Safety Programs, including accomplishing safety certification program goals from design to construction and commissioning on various projects throughout the TriMet system.
Provide subject matter expertise and guidance to System Safety Coordinators and in assisting department leadership with safety management system initiatives to achieve agency safety goals and objectives.

Serve as a good steward of TriMet by regularly utilizing our transit system to maintain a strong and current understanding of customers’ experiences and of TriMet’s product and service offerings.
Essential Functions
1. Develop policies and procedures to assure and assist with implementation and monitoring of the Agency Safety Plan (ASP) and various safety management system (SMS) programs supporting TriMet’s rail and bus operations, maintenance facilities, right-of-way rail alignments and corridors, capital project and engineering construction sites.
2. Provides subject matter expertise to business partners about established safety standards, best practices, and interpreting application of regulatory requirements; audit systems for gaps or discrepancies, ensuring that TriMet remains in compliance with local, state, and federal legislation; make recommendations for corrective/preventative actions; and follow up to ensure timely mitigation.
3. Lead the development and implementation of a safety surveillance and inspections program of TriMet assets, properties and construction sites to assure accountability and compliance with federal, state and local requirements and safety best practices guidelines.
4. Provide agency-wide safety guidance and technical assistance for hazard identification and mitigation; suggest resolutions for agency programs, policies and/or procedures. Assist projects with tracking and resolution of safety hazards, security threats and vulnerabilities identified in pre-construction studies and from any on-site observations.
5. Lead efforts and provide safety expertise and technical guidance to safety related committees. Participate and when assigned, facilitate a variety of committees to include, but not limited to: Safety and Security Certification related committees, Fire Life Safety Committee, Rail or Bus Activation Committees, and other relevant operations, maintenance, or project-related meetings to discuss safety matters and advance safety program goals.
6. Act as senior investigator for TriMet events, regulatory issues, and hazardous conditions or unusual occurrences. Document results, facilitate corrective actions plans, and act as agency liaison with regulatory entities. Evaluate effectiveness of contractor and subcontractors Incident Investigation & Reporting practices to ensure that project activities are completed as per contract, TriMet Construction Safety Program, and according to applicable Site-Specific Safety Plan. Provide technical guidance when required.
7. Lead development and implementation of the safety auditing process. Perform complex audits, develop detailed audit plans, evaluate the adequacy and effectiveness of internal controls, perform and supervise specific audits, documenting the audit procedures performed; prepare comprehensive written reports, follow-up to determine adequacy of corrective actions.
8. Ensure that Safety audit records and documentation are accurate, properly maintained and distributed according to Program, SSOA and FTA requirements.
9. Lead development of safety training according to agency needs and/or Agency Safety Plan (ASP). Provide safety guidance and subject matter expertise to others developing and establishing safety related training. May also participate in internal or external safety promotion programs such as Operation Lifesaver.
10. Conducts technical reviews of project design and construction submittals; contractor site-specific safety plans, test plans and procedures to assure safe conditions and compliance to the TriMet Construction Safety Program.
11. Provide technical guidance on safety and security design criteria requirements for facilities, passenger and work vehicles, and infrastructure to be incorporated into capital designs and improvement projects, including equipment, to achieve District safety goals.
12. Support the development, implementation and administration of Safety and Security Management Plans (SSMP) and Safety and Security Certification Programs (SSCP) for capital projects and improvements, as applicable, in accordance with Federal Transit Administration requirements.
13. Ability to manage contracts, including writing scopes of work, negotiating, monitoring of compliance, and monthly fiscal management.
14. Assist in the procurement, administration, and management of the Safety Management Information System (SMIS) or other safety software applications and provide assistance, advice, and training to agency users in the implementation and effective use of safety applications and technology solutions.
15. Provide support on special projects for the division, this may include data analysis, report writing, TriNet internal webpage development and updates, preparing and conducting presentations or other assigned work.
16. Provides technical supervision and mentorship of staff and consultants involved with the agency’s safety policies and programs.
17. Be available and respond to serious accidents within the District’s service area by participating in a rotating on-call duty schedule with each duty period lasting 24-hours a day over 7-days.
18. Be flexible to move between safety disciplines within the department based on business need.
Position Requirements
A Bachelor’s Degree in Safety, Engineering, Manufacturing, Aviation, Transportation, Risk Management , Science, Public Health, Industrial or Occupational Health, Construction Management, Planning is required.
A Master’s Degree in Safety, Engineering, Manufacturing, Aviation, Transportation, Risk Management , Science, Public Health, Industrial or Occupational Health, Construction Management, Planning, or any education that provides the KSA’s is preferred.
A minimum of four (4) years total credited experience is required.*
Four (4) years of experience in safety within transit, manufacturing, change management, large industrial/manufacture operations or similar industry is required.
Four (4) years of experience in the safety field, including: transportation, commuter or heavy rail, fleet safety, aviation, manufacturing, construction, oil and gas safety, public health, or other applicable dedicated safety job role is preferred.
Four (4) years of experience in safety management systems, change management, industrial hygiene, ISO lead auditor, project management, data analytics, six sigma, kaizen or lean manufacturing is preferred.
TSSP – Transit Safety and Security Program (Bus and Rail) is required within 3 years of hire.
ARM – Certification In Risk Management – OHST, CHST, STSC, ASP, CSP or CIH (Professional Safety Certification) is preferred.
OSHA 30-hour General Industry or Construction Industry Training is preferred.
OSHA #510 Occupational Safety and Health Standards for the Construction Industry is preferred.
OSHA #500 Trainer Course in Occupational Safety and Health Standards for Construction is preferred.
HAZWOPER Certification is preferred.
Or any equivalent combination of training and experience.
*The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the “credited experience”.

Maximum: $122,923.00
Salary offers will be determined by a candidate’s education, training and relevant experience. Any final offer of employment will fall within the range stated above. For transparency, we choose to list the full available grade range, however, TriMet’s salary administration process will ultimately determine the final salary offered.
