Duties
Our Safety Officer will,
Develop and Manage the CAMP Safety Program:
- Establish methods for improving safety performance, evaluate the probability and severity of incidents, and identify controls needed to be implemented to reduce or eliminate risk.
- Identifies necessary Personal Protection Equipment (PPE) for CAMP staff.
- Makes recommendations to program supervisors on program approach in developing and maintaining a safety culture; responding to safety hazards; and workers’ compensation management.
- Manages safety budget for CAMP.
- Ensures vehicle and equipment safety protocols are being adhered to.
- Promotes safe practices in the workplace and on project sites.
- Receives reports and responds to orders issued by the state Department of Labor and Industries.
- Develop and implement CAMP SOPs that reduce risk of accidents Safety events. Ensure SOPs are consistent with agency policies.
Construction Safety Training and Record Keeping:
- Responsible for ensuring CAMP staff receive appropriate safety training based on type of hazards they may have exposure.
- Maintain safety training records.
- Arrange for OSHA-related testing and/or evaluations.
Project Site Safety Inspection:
- Monitors and inspects work in progress to determine if hazards are present and establish procedures and SOPs to overcome the hazard situations. Project sites to include any locations where CAMP staff are working.
- Facilitates preparation of project safety plans and reviews for completeness.
- The safety manager determines the type of PPE needed and makes sure staff know how to operate and use tools and equipment.
- Performs facility safety inspections for CAMP facilities to include 600 Capitol Way North, Lacey Construction Shop and Yakima Construction Shop.
WORKING CONDITIONS:
- Work Setting, including hazards:
- 80% Office: Office hazards include working under fluorescent light, repetitively entering data into computer, looking at computer monitor for long periods of time, sitting or standing for long periods of time.
- 20% Travel/Field: Work in all weather conditions, including extreme heat, rain, or snow. Work in rough terrain, riverbanks, slippery slopes, and other surfaces in all types of weather conditions.
- Must be able to negotiate water in emergency situations.
- Schedule:
- Duties are typically performed in an office setting from 8:00am to 5:00pm Monday through Friday.
- A flexible work schedule may be considered at the incumbent’s request, subject to supervisory approval, including seasonally-appropriate opportunity to telework up to three (3) days per week.
- Travel Requirements:
- Some travel may be required throughout the State to attend training, meetings, and conferences. Occasional overnight travel may be necessary. Site safety evaluations, investigations, and meeting.
- Tools and Equipment:
- Computer hardware and software; multi-line telephones; industrial equipment such as 4 gas meter, Sound Level Monitor, and others as required.
- Customer Interactions:
- Customer service with WDFW programs, public works contractors, and agency safety and training are integral to department success.
Qualifications
REQUIRED QUALIFICATIONS:
- Bachelor’s degree in occupational safety and health, safety studies, business or public administration, engineering, or allied field.
AND
- Four (4) years of professional experience in the administration of occupational safety and health programs in the construction field.
Note: A Master’s degree in occupational safety and health, safety studies, business or public administration, engineering or allied field may be substituted for two years of the above professional work experience requirement.
PLUS:
Knowledge of:
- Principles and practices of employee and public safety and health administration including safety and health education and training.
- Accident investigation, self-inspection, record keeping, publicity, safety committee operation and other services common to employee and public safety.
- Principles and practices of organization and management.
Ability to:
- Interpret safety rules and policies.
- Establish and maintain a safe and healthful working environment within the assigned unit.
- Analyze and resolve a variety of safety and health problems.
- Manage multiple concurrent projects.
- Proficiently use word processing, spreadsheets, schedules and e-mail software
- Adapt easily to changing business needs, conditions, and work conditions.
- Clearly and effectively communicate with individuals and groups both internal and external to the organization.
- Build upon working relationships, acquiring a keen perspective on the program’s business and operational needs, using that broadening perspective to help resolve more complex and difficult issues.
Closely related qualifying experience may be substituted for the required education on a year-by-year basis.
Certifications/Licenses:
- Valid Driver’s License
Special Requirements/Conditions of Employment:
- Successfully complete, within mandated timeframes, employee orientation and all other mandatory annual, in-service, and other required training.
- Submit to drug testing in accordance with CBA and agency policy.
PREFERRED QUALIFICATIONS:
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
- A Master’s degree in occupational safety and health, safety studies, business or public administration, engineering or allied field may be substituted for two years of the above professional work experience requirement.
- Certification as a Certified Safety Professional (CSP), Associate Safety Professional (ASP), Certified Industrial Hygienist (CIH), Occupational Health and Safety Technologist (OHST), Construction Health and Safety Technician, or a Safety Trained Supervisor (STS).
