Develop operational guidelines when existing ones are insufficient, and define program scope, requirements, and deliverables for complex customer needs. Provides input on program plans to improve and develop programs based on successful projects. Implements high-visibility plans impacting agency credibility and Marine Corps Community Services objectives. Coordinates and negotiates project activities, resolving conflicts over guidelines and operations. Manages project resourcesEstablishes and implements a comprehensive merchandise strategy for MCX worldwide, mitigating operational risks. Maintains quality assurance processes, solves problems, and takes corrective action. Delivers expert presentations, participates in program reviews, and identifies documentation needs. Develop and implement marketing plans.Stays updated on industry trends and applies them to the merchandise strategy. Ensures the team adapts quickly to market changes and develops programs to meet customer and local needs. Participates in trade shows, liaises with retailers, manufacturers, suppliers, and associations, and builds strategic partnerships. Coaches the team to foster strong supplier relationships for business advantages.Regularly evaluates program operations, monitors goal progress, and adjusts for improved performance. Identifies issues, analyzes information, and recommend solutions. Stays informed on process engineering trends and suggests new methods. Organizes tasks, sets priorities, and allocates resources. Coordinates with other organizations to achieve goals and assess results.Develop standards for the program, policy, procedures, and personnel. Addresses technical problems and new methods, seeking clarification from leadership. Explains regulatory and legal requirements. Establishes standards for applying new techniques to Marine Corps operations, incorporating new services, and expanding services for specific groups.Reviews proposed for changes to ensure compliance with statutory and regulatory requirements, identifying any inconsistencies with federal laws and recommending corrective actions.Leads coordination efforts, resolving conflicts and overlapping objectives. Advise and collaborate with agency representatives, patrons, and external organizations to address disputes and ensure program alignment.Supervision: Supervises employees by assigning work, evaluating performance, approving leave, managing personnel actions, administering discipline and awards, signing timecards, and providing training. Supports EEO principles, prevents sexual harassment, and addresses alcohol/drug abuse.Ensure Divisional Merchandise Managers deliver top-tier assortments by demographic and meet financial and in-stock goals. Oversees merchandise planning, price comparisons, and ensures pricing strategies align with financial goals and value for MCX patrons.Oversee promotional and seasonal programs, aligning them with corporate strategy. Monitors advertising effectiveness through sales and customer response, and coordinates with Visual Merchandising and Store Support to ensure proper execution at the command level.Analysis and Evaluation: Exercises analytical ability, judgment, discretion, and apply a thorough knowledge of management principles, practices, methods and techniques to continuously analyze accuracy of planning processes and procedures to recommend improvements. Responds to audit requests and briefs executive personnel on Marine Corps-wide programs.Conduct analytical studies, recommend corrective actions, and follow up on inspections. Plans and develop analyses to achieve program goals, collecting and verifying data manually and through automated systems. Evaluate results and collaborate with experts to identify trends and produce meaningful data.Develops and analyzes data to be used in preparing analytical and interpretative reports and guides of program operation. Reviews proposed changes in program plans and agency procedures to determine compliance with federal, state, statutory and regulatory requirements.Budgeting: Formulates and monitors the program’s operating and capital budget, tracking expenses and ensuring budget goals are met. Takes corrective action for variances and prepares financial reports and forecasts. Analyzes profit and loss statements to identify opportunities and efficiencies. Compares data to determine trends and presents financial reports to executives.Safety: Develops and implements a safety program, conducts safety meetings, and advises employees on regulations and equipment. Reports accidents, ensures safety training, and complies with OSHA standards. Addresses unsafe conditions and enforces safety infractions. EVALUATIONS:QualificationsBachelor’s Degree in Business, Retail Management, Merchandise Management or other related field appropriate to the work of the position AND (7)seven yearsof experience that demonstrates skill to serve as a Program Manager and a recognized expert to independently oversee day-to-day operation of a large scope Retail Merchandise program of involving significant difficulty and responsibility that encompasses: mission, function, operation, activity, laws, rules and regulations authorized and funded by the agency, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.Skill to develop operational guidelines for a full range of actions and standards for program operations when established guidelines have not been successful, do not apply or none are available; determine appropriate products or services to define program scope, requirements and deliverables when customers have complex characteristics or needs that require combined resources of many divisions and agencies with conflicting, overlapping and inconsistent requirements and objectives; develop, modify or provide best of current successful projects to stimulate development and improvement of programs; implement high visibility or complex program plans that significantly affect overall operation and credibility of the agency to meet objectives; coordinate and integrate project activities that require negotiation and resolution of conflicts and controversial disputes over applicability of guidelines and operation of programs; monitor project activities and resources to mitigate risks that can have far reaching effects on operations and/or on large groups of people.
