Job description: DescriptionApplication Development Supervisor, Community Health & LicensingThis is a permanent position with the flexibility to work from home.What You Will Do:At the Washington State Department of Health, our mission is to enhance public health through innovative technology solutions. We’re looking for a dedicated professional to lead our Community Health & Licensing (CHL) application development team and ensure the seamless operation of critical business applications.As the Application Development Supervisor, you will oversee the team responsible for developing and maintaining the Department’s CHL applications. You’ll play a key role in ensuring that our systems operate efficiently and securely while meeting state and federal standards. Your leadership will drive the strategic direction of application services, from design and development to implementation and management.Key Responsibilities:

  • Team Leadership: Supervise a team of IT professionals, including recruitment, performance management, and professional development. Ensure effective staff management and maintain high morale.
  • Application Management: Oversee the design, development, testing, implementation, and maintenance of web-enabled information systems crucial to our business functions and reporting requirements.
  • Technical Oversight: Provide high-level technical guidance and make strategic decisions regarding application upgrades, security, and system architecture.
  • Data Management: Manage data integrations, ensure data quality, and develop reporting and visualization tools using various technologies.
  • Project Management: Lead the planning and execution of application projects, manage resources, and ensure timely delivery of solutions.
  • Problem Resolution: Address complex IT issues, perform comprehensive research, and implement effective solutions to maintain system stability and performance.
  • Quality Assurance: Conduct testing and maintain documentation standards to ensure reliable and secure application operations.

Location and FlexibilityThis is a remote home-based position that’s open to candidates from across the United States. We welcome talent from coast to coast to join our team and make a difference, no matter where you’re located. Attending in-person events or working In-office is rarely required and would be scheduled in advance.What We’re looking for – Required Qualifications:Your diverse experiences can make a difference in this role. To be considered for this position, you must meet one of the required qualification options listed and any additional qualifications included in the required qualifications section. Additionally, your IT experience must come from full-time professional employment.

  • Progressive professional experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications. Additional years of experience can substitute for education on a one-for-one basis. You must meet ONE of the following options.
  • Option 1: Eleven (11) or more years of experience
  • Option 2: An Associate’s degree and nine (9) or more years of experience
  • Option 3: A Bachelor’s degree and seven (7) or more years of experience
  • Two (2) or more years of experience as an IT supervisor or team lead.
  • Five (5) years or more years of experience in the software development field including the following experience:
  • Developing enterprise class, highly secure, and object-oriented web-based application system.
  • Experience with integration technologies -API, Restful services, SFTP, etc.
  • Experience with programming technologies such as .NET (ASP.Net, MVC, Core), Java/JSP, XML/JSON, React.js, Angular, CSS, JavaScript, HTML, Ajax, jQuery, etc.
  • Experience with low code platform technologies such as Salesforce, Power Platform, Nintex, Mulesoft, Box, etc.
  • Experience with Agile development and methodologies such as Scrum and Kanban
  • Ability to clearly communicate concepts and ideas to a variety of audiences both verbally and in writing.
  • Demonstrated ability to understand every aspect of a technical solution.

Preferred Qualifications:The qualifications below are what would make you a strong fit for this role. While these aren’t required, having them can help you stand out as a candidate.

  • Bachelor’s degree in computer science, Management Information System, or closely allied field (Engineering/Mathematics)
  • Experience developing custom components, templates and web-based applications with the Salesforce PaaS
  • Experience with DevOps and Continuous Integration / Continuous Delivery practices and tools such as Azure DevOps and GitHub.
  • Experience developing CaaS applications in technologies such as Azure Container Apps, Docker, and Kubernetes
  • Experience with cloud computing via Azure Services such as Azure Portal, Azure App Services, Application Insights, Azure Storage, Azure SQL and Azure Functions.
  • Experience developing custom components, templates and web-based applications with the Dynamics 365 PaaS
