Join us in making a meaningful difference for every Washingtonian!The job opportunity:We are seeking an experienced Application Developer to support and enhance statewide Enterprise applications as the OFM technical professional. You’ll be responsible for the design, development, testing, implementation, and ongoing support of critical applications used by the OFM for budgeting and accounting functions. Working with client-server, web, and .NET framework technologies, you’ll ensure the availability, functionality, and accuracy of applications that support budgeting, legislative, executive, accounting, and Human Resource processes. Your work directly impacts the state’s financial management, helping maintain the applications that support the Governor’s constitutional duties and the control of legislatively authorized expenditures. - Design, code, test, debug, document, and deploy new and existing applications, components, and web services using industry and agency standard development tools and frameworks for systems that support financial control of all legislatively authorized expenditures and execution of the Governor’s constitutional duties.
- Design and write application and database code for complex enterprise systems that are large-scale or have multiple dependences; applications are used for complex analysis and management of budgetary or legislative data at a statewide level.
- Use extensive knowledge of several different software development methods and tools to integrate and support COTS or SaaS solutions.
- Use several different tools, platforms and technologies to build solutions (i.e. Microsoft .NET, Transact SQL, JavaScript, Angular, MVC)
- Use application lifecycle management (ALM) tools correctly to document and manage application source code and link work to system requirements.
- Report the status of projects and tasks.
- Support and maintain high impact and mission-critical applications by making coding changes as needed.
- Independently resolve issues reported by customers for budget applications that run on multiple platforms or environments.
- Develop and implement standards, methods, tools, procedures, and processes to prevent future incidents.
- Serve as a technical mentor to other systems developers in resolving complex technical issues.
- Research complex technical issues related to application development, database structure, application platform, configuration, application performance, security and data integrity.
QualificationsWhat we need you to bring:Required Qualifications:
- Associate’s degree in computer programming, computer science, or related field. * Additional qualifying professional experience may substitute for the education requirement on a year for year basis;
- Four years of recent computer programming experience using object orientated methodologies. Examples may include:
- C#, VB.Net, ASP.Net, Visual Basic, etc.
- Writing and accessing database code using T-SQL, stored procedures, or Entity Framework.
- Developing web applications using web technologies such as HTML, CSS, JavaScript, ASP.NET, MVC, JQuery, XML; and
- Must be able to write and maintain complex stored procedures.
Desired Qualifications:
- Performing unit testing as part of the Software Development Life Cycle (SDLC).
- Applying advanced troubleshooting and diagnostic techniques to resolve application or data issues.
- Possesses sophisticated communication skills including clear “plain talk” writing.
- Understands “who needs to know” and keeps those parties informed and engaged in a timely, meaningful way.
- Establishes and maintains good working relationships with colleagues and partners such as DES and customers.
- Personal and professional integrity.
- Self-initiative – Ability to work independently.
