Job description: Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.
Required experience: professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program. Master’s and higher-level degrees will substitute for one year of required experience.
**Administrative Specialist level requirements:
- Administrative Specialist Trainee 1 (equated to SG-13): bachelor or higher degree.
- Administrative Specialist Trainee 2 (equated to SG-14): bachelor or higher degree and one year of required experience.
- Administrative Specialist 1, SG-18: bachelor or higher degree and two years of required experience.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 52.6, 70.1, or 70.4 of the Civil Service Law.
Duties Description Duties include but are not limited to:
- Assist with on-boarding of new agency employees.
- Attend outreach events and assist OGS HR with employment outreach for recruiting.
- Collaborate with OCM managers, supervisors and OGS HR on all hiring, performance, and training matters for OCM staff.
- Monitor the Jobs Bulk Mail Log (BML) for communications from internal and external staff, gathering any necessary information, and responding to inquiries as appropriate. Escalate any issues to the Administrative Specialist 2, as needed.
- Meet with internal OCM staff and external staff as needed to advise on processes to include recruitment, employee evaluations and probations and other personnel related matters as needed.
- Initiate and prepare requests to fill vacancies, justifications, and organizational charts for the purposes of filling vacant positions and any classification needs.
- Collaborate with Administration leadership on priority projects as needed.
- Oversee the completion of Probation Reports, Performance Evaluations and Individual Development Plans (IDPs).
- Coordinate with OGS HR and OCM hiring teams to ensure that all hiring resources (LinkedIn, StatejobsNY, vacancy announcements, etc.) are being leveraged efficiently.
Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Downstate: Location Pay of $3,087
