As a cleared Proposal Manager for AWS’s Worldwide Public Sector, you lead our effort to deliver game-changing solutions to government customers worldwide. You have the exciting opportunity to create strategies to drive rapid and wide adoption of AWS. Your responsibilities include: working with members of AWS Public Sector’s capture, technical, and account teams to develop winning and innovative proposals responding to Government RFIs/RFQs/RFPs (generally, RFxs); supporting escalations and briefings; managing and conducting color team reviews; and generating responsive, compelling content.

The ideal candidate possesses demonstrated public sector proposal management and proposal writing experience; is highly aggressive in driving teams towards high-visibility deliverables; and has the bid and proposal process-development and leadership background necessary to effectively support a dynamic and rapidly growing business. The candidate should have a background in contracting/proposals that enables them to oversee compliance and interact with Legal, and some level of technical background/familiarity to effectively engage technical experts in solution development and communicate the discriminators of our approach. Candidates must also have a demonstrated ability to think strategically about AWS’s mission, products, and technical challenges, with the ability to build and convey compelling value propositions in a written context. Candidates should be familiar with government acquisition guidelines and be experienced with public sector RFx compliance requirements. Finally, candidates should be willing to support aggressive proposal timelines and commitments.

This position requires that the candidate selected be a US citizen and must currently possess an active TS/SCI security clearance. The position further requires that, after start, the selected candidate obtain and maintain an active TS/SCI security clearance with polygraph and satisfy other security related requirements.

Key job responsibilities
– Serve as a member of the AWS WWPS Proposal team responding to U.S. RFxs, with opportunities to specialize in certain customer sets and proposal types.
– Execute proposal response plans while working with key internal stakeholders (e.g. BD/Capture, Sales/Account Teams, Service Teams, Legal, Security and Compliance, etc.).
– Assist in the development of win themes, technical discriminators, and innovative response strategies—working with AWS stakeholders across our U.S. businesses—and ensure those elements are adequately reflected in finished proposals.
– Lead RFx response activities and ensure proposal quality and compliance.
– Provide input to a library of approved proposal content.
– Understand and navigate U.S. contracting regulations, public sector contracting vehicles, and typical RFx procedures.
– Be a thought leader on proposal responses, win themes, technical discriminators, pricing, proposal mechanisms, etc.
– Establish RFx response team infrastructure, including meeting cadences and response milestones, to ensure deliverables progress, teams remain informed, issues or risks are surfaced, and we are managing to timely RFx completion.
– Hold kick-off discussions/meetings for critical proposal sections to discuss overall messaging, flow, and common themes, and conduct working sessions and interviews with SMEs to gather inputs.
– Lead content development and reviews with proposal teammates.

BASIC QUALIFICATIONS – 5+ years of professional work experience, including 3+ years managing proposals in the public sector space.• Candidate will have exceptional communication skills. Must be comfortable communicating with – and gaining consensus from – internal leadership teams.
– Degree required.
– 5+ years of government/public sector proposal processes (e.g., FAR, DFARS) experience.
– Current, active US Government Security Clearance of Top Secret or above

PREFERRED QUALIFICATIONS – Relevant certifications, such as Shipley, APMP, and PMP.
– Customer-focused and self-motivated with a great sense of urgency and follow-through.
