Establishes necessary procedures and techniques to ensure effective administrative processing and support of the Director and Chief of Staff. Provides administrative and logistical support services to the Director and Chief of Staff. Schedules and coordinates visits, meetings, and itineraries. Prepares travel orders and reimbursement vouchers of the Director and Chief of Staff.Follows strict protocol on behalf of and for the Director and Chief of Staff to HQMC elements, high-ranking active duty and retired flag officers, congressional offices, national and international governmental agencies, adjacent commands, high-level civilians, political appointees, Marine Corps Community Services Directors and other offices. Conducts trip planning and attends to logistical coordination to ensure effective and efficient use of resources on behalf of the Director and Chief of Staff. Responsible for time and attendance tracking and reporting for MF executive staff. Establishes and maintains correspondence and project files. As a member of the management team and direct assistant to a SES, handles a wide range of complex and substantial duties.Handles sensitive information that is proprietary, privileged, confidential or otherwise legally exempt from disclosure. Safeguards sensitive information and prevents unauthorized reading, printing, retaining, copying or dissemination of information, messages, or correspondence in accordance with rules and regulations such as those covered by the Privacy Act, 5 USC 552(a), Health Insurance Portability and Accountability Act, Public Law 104-191, and DoD Directive 6025.18. Maintains all MF Division databases such as recall rosters, inner office data sheets on both incoming and outgoing personnel, and government travel cards to include administering the Division government travel credit card program. Arranges details for promotion and awards ceremonies in the Division to include location, photographer, reader, presenter, and obtaining completed background information and proposed remarks for the Director on the honoree.Serves as a Staff officer. Attends conferences and meetings. Prepares supporting documentation for presentations and proposals. Designs, implements, and evaluates new administrative policies and standard operating procedures. Effectively communicates orally and in writing to develop methods and procedures for the execution of official correspondence, briefs, action documents, routing sheets, point papers, and slide presentations for use by the Director and Chief of Staff. Reviews, tracks, and consolidates all weekly reports.Provides advice and recommendations to the Director and Chief of Staff on all matters relative to the coordination, integration, and synchronization of MFs organizational events and activities to include providing read-ahead information, point of contact and telephone number. Responsible for the scheduling and tracking of the Director and Chief of Staff’s calendar and coordination of meeting plans up to a year in advance. Uses initiative to screen all appointments before they are scheduled to determine the relative importance thereof, the appropriateness of subject matter, length of time required for the appointment, coordination of other attendees, receipt of background materials required, in a timely fashion, etc. Uses thorough knowledge of program guidance materials, policy orders and directives, and Secretary of the Navy Instructions and regulations to complete work. With Chief of Staff guidance, plans for substitute attendees at high level and other meetings when the Director and/or Chief of Staff are on travel or appointments conflict. Rapidly changes meetings and visits with ever changing priorities and demands of the Director and Chief of Staff’s schedule. Keeps leadership apprised of forthcoming events, status and progress of special studies, programs and assignments. Incumbent coordinates with key civilian and military officials on the Director’s immediate staff as well as other senior staff members throughout HQMC, the DON, and the DoD. Incumbent supplies the Director and Chief of Staff with pertinent material and data for meetings and briefings on highly sensitive and controversial issues.Provides a wide range of liaison services to support administrative aspects for the Division. Schedules activities with representatives from a variety of offices including but not limited to congressional offices, other Armed Services, industry associates, and contractors to ensure there are no schedule conflicts.Performs other related duties as assigned.RequirementsConditions of Employment

EVALUATIONS:QualificationsBachelor’s degree in business, administration, project management or a related field appropriate to the work of the position and three years of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.Skill in managing and analyzing projects and knowledge of administrative or program concepts, policies, and operations. Ability to coordinate effectively with all levels of internal management and external agencies. Detailed knowledge of the organization of the Marine Corps; and familiarity with the organizations of the DON and DoD. Ability to identify and analyze problems and recommend solutions and alternatives. Skill to demonstrate leadership abilities, flexibility, and ability to work in a fast paced, demanding work environment. Skill to prepare documentation and presentations in proper format in accordance with naval correspondence rules of grammar and punctuation. Excellent verbal and written communication skills. Knowledge of the rules and regulations such as those covered by the Privacy Act, 5 USC 552(a), Health Insurance Portability and Accountability Act, Public Law 104-191, and DoD Directive 6025.18.This position has been designated as a position of trust. The incumbent must be eligible for an Access National Agency Check and Inquires (ANACI/ Tier 3) background investigation to satisfy IT Level II designation.
