The incumbent serves as MCFTB Program Manager. The primary purpose of this position is to plan, direct and implement program goals and objectives in compliance with Marine Corps guidance. The incumbent will also be required to conduct requested training and briefs as performed by a MCFTB Trainer.Supervises a staff of two individuals: the Installation Volunteer Coordinator/Administrative Specialist and the MCFTB Trainer. Provides a full range of services with cognizance over MCFTB functions. Plans, develops and administrates the MCFTB Program by providing support and training to Base units consisting of: Readiness and Deployment Support Training; Family Readiness program Training; Lifestyle Insight, Networking, Knowledge, and Skills, (L.I.N.K.S.) training; LifeSkills training and education; Chaplains Religious Enrichment Development Operation (CREDO); and the Prevention and Relationship Enhancement Program (PREP). Additionally, oversees the administration, management, coordination, development and execution of all MCFTB services and programs.Provides management oversight of the Installation Volunteer Program and MCFTB administrative functions by ensuring the successful delivery of comprehensive volunteer services, the completion of monthly administrative documentation and/or tasking, including using appropriate social media.Serves as liaison between commanders and other MCCS divisions for all MCFTB functions. In partnership with unit representatives and the MCCS Accounting Office, exercises management and accounting controls over Unit, Personal and Family Readiness (UPFR) funds, by monitoring, reviewing, and approving all documentation for unit reimbursement prior to forwarding to MCCS Accounting Office.The incumbent is the primary point of contact and advisor to higher-level management for the operation, evaluation and improvement of functional effectiveness, productivity and efficiency of MCFTB. Serves as installation coordinator of overall family readiness support activities, participates in units’ pre and post deployment when requested by the units. Plans and coordinates training to support deployment preparations.Ensures marketing of MCFTB functional programs and services to all constituencies. Monitors and initiates corrective action to ensure effective delivery of services and programing.Prepares and manages the MCFTB Operational Budget, appropriated and Non-appropriated. Determines equipment and property requirements. Manages resources, maintains and enforces security of funds, supplies, equipment and information to preclude or minimize the potential for fraud, waste and abuse.Selects, assigns, trains, develops and appraises employees. Adheres to principles and concepts of the EEO program. Maintains employee-management communications, recognizes employee grievances, administers discipline, ensures position descriptions and individual development plans and accurately describes duties and positions. EVALUATIONS:QualificationsA four-year degree from an accredited university is desired. At least four years of related experience that demonstrates excellent organization, communication skills, as well as oral and written communication skills; knowledge of military structure and protocol; executive management and leadership skills at a level to effectively plan, coordinate and direct MCFTB services and operations; a knowledge of business practices, economic principles and ability to analyze trends and make improvements; knowledge of military life, family dynamics, separation, effects of deployments, and ability to assess needs, measure effectiveness and make improvements; skills to deal effectively with social, family and individuals problem situations; ability to work effectively with superiors, subordinates, vendors and the public.This is a white collar position where occasional lifting of 20 pounds may be required. The incumbent must be able to accommodate a flexible work schedule to include weekend and nighttime family briefs, classes, and programs.
