- In accordance with the Single Marine Program (SMP) Marine Corps Order (MCO), plans, markets and conducts ongoing programs for single and unaccompanied active-duty personnel. Provides logistical, administrative support, and maintains operational oversight of the Single Marine Program (SMP) by coordinating and conducting recreation and leadership opportunities for the target population of 18¿25-year-old single active-duty personnel. Assists Commands in identifying and recommending solutions for QOL issues. Provides input and feedback between the units and Marine Corps Community Services’ (MCCS) programs. Maintains contact with responsible representatives of the command, special interest groups, local community officials, civic organizations, and other public officials. Collects, analyzes, and reports program metrics in accordance with the SMP order. Educates and acquaints personnel with program opportunities such as field trips, sports tournaments, as well as MCCS QOL programs. Prepares and conducts briefings and orientations, concerning the various aspects of the SMP for, visitors, newly arrived single and unaccompanied active-duty personnel, base organizations, and local community businesses.
- Oversees the Installation SMP Council consisting of active-duty single Marines to plan various activities, conduct surveys, set priorities, solicit and address QOL issues. Represents the Command at conferences, seminars, workshops, and formal and informal meetings attended by diverse personnel. Forms, coordinates, and maintains a network or teams of personnel to develop a path of communication and provide programming ideas and assistance.
- Acts as a Marine Corps Installation National Capitol Region (MCINCR) Coordinator for the SMP which includes Marine Corps Base Quantico, Marine Barracks Washington, Joint Base Myers Henderson Hall, and Camp Elmore. Plans, organizes, executes, and oversees regional meetings comprised of SMP coordinators, active-duty executive board members and installation Sgt.Majs. from across the region. Works directly with the MCINCR regional SgtMaj to develop and address regional level discussion topics and solutions and reports outcomes back to higher headquarters. Incumbents serves as a voting member of the SMP Advisory Committee and is responsible to ensure the region has two appointed active-duty representatives. Coordinates arrangement for travel, lodging, guest speakers, locations, and agendas.
- Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Prepares internal office financial plans and related records and reports, and exercises authority on approved budget. Monitors the Single Marine Program on a regular basis and initiates corrective actions if necessary. May provide input regarding facility renovations and improvements. Develops long range plans in conjunction with internal operating directives and exercises internal personnel management authorities as delegated by the higher-level supervisor with regard to subordinate supervisors and employees in the office. Directly or indirectly through subordinate supervisors supervises employees. Counsels and trains employees, schedules and directs work, appraises work performance. Approves or disapproves leave, and personnel actions. Must be alert to substance abuse and take appropriate action. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste, and abuse.
- Coordinates with appropriate facilities to conduct recreational opportunities. Evaluates the recreational needs for single service members on a continuing basis by conducting interest surveys, personal contacts with individuals and/or groups, data collection and analysis to determine customer interest.

EVALUATIONS:Qualifications
- Four years experience that demonstrates the ability to organize, plan, administer and conduct recreational/leisure activities for large groups.
- At least one year of supervisory/leadership experience is required. Bachelors degree in business or in a field related to Recreation preferred. Knowledge of the scope of activities and their suitability for individuals, age groups and interests. Knowledge of Marine Corps Community Services preferred.
- Ability to solve problems that arise from managing large, diverse groups of people. Ability to market the program and motivate eligible patrons. Must possess managerial and administrative skills necessary to accomplish the mission of the program. Must possess working knowledge of Microsoft Office.
- Ability to communicate orally and in writing. Knowledge of NAF policies and procedures preferred. Must possess or be able to obtain Certificated Program Planners certification or Certified Parks and Recreation Professional Certification within one year of employment.
- Must be able to obtain ServSafe Food Manager Certification and CPR within 90 days of employment.
- Must have a valid drivers’ license. Night and weekend work as well as occasional travel is required.
