The .NET Developer will support the Office of the Secretary of Defense, Personnel & Readiness (OSD P&R) in the development and enhancement of the Defense Readiness Reporting System (DRRS), a mission-critical platform used across all P&R offices. DRRS enables military units to input key data on personnel, training readiness, medical records, and deployment status to assess overall operational preparedness. As a .NET Developer, you will play a vital role in designing and maintaining secure, scalable applications that ensure accurate data reporting and seamless system functionality. Your contributions will directly support military decision-makers by improving the efficiency and reliability of readiness assessments essential for force management and strategic planning.This position will be a Hybrid role with the on-site location being the Mark Center in Alexandria, VA. Candidates are required to live within a commutable distance to the on-site location.This position is contingent on government stakeholder approval.Responsibilities

  • Design, develop, and maintain software applications using .NET technologies (C#, ASP.NET, .NET Core)
  • Write clean, maintainable code while following best coding practices and standards
  • Perform debugging, troubleshooting, and performance tuning of .NET applications
  • Convert and upgrade legacy applications to modern .NET frameworks
  • Develop and maintain SQL Server databases, including writing complex queries and stored procedures
  • Implement and maintain unit tests to ensure software reliability and correctness
  • Collaborate with software engineers, quality assurance teams, and stakeholders to deliver software solutions that align with project goals
  • Follow Agile/Scrum development methodologies to manage development tasks and sprints
  • Ensure all software security and compliance requirements, including HIPAA and DoD standards, are met
  • Participate in deployment and release planning, creating scripts and documentation for production releases
  • Conduct software audits to ensure compliance with established policies and security guidelines
  • Stay current with emerging .NET technologies and industry best practices

Requirements

  • Active DoD Secret Clearance is required, TS or above is highly preferred
  • Bachelor’s degree in Computer Science, Information Technology, or a related field (or an additional 4 years of relevant experience in lieu of degree)
  • Junior Level: 2+ years of experience
  • Mid-Level: 5+ years of experience
  • Active Security+ certification or comparable to comply with DoD Cyber Workforce requirements
  • Hands-on experience with .NET development in C#, ASP.NET, .NET Core, and Visual Studio
  • Strong knowledge of front-end technologies such as JavaScript, jQuery, and modern JavaScript frameworks
  • Experience with SQL Server, including database design, query optimization, and stored procedures
  • Proficiency in code versioning tools, such as Git
  • Experience with cloud-based development, preferably in AWS GovCloud
  • Familiarity with Agile/Scrum methodologies and DevSecOps best practices
  • Understanding of secure coding practices and ability to implement STIGs for security compliance
  • Strong debugging and problem-solving skills for troubleshooting software and database issues
  • Excellent written and verbal communication skills for collaborating with technical and non-technical stakeholders

Desired Skills

  • Experience with containerization and working with Docker and Kubernetes
  • Knowledge of CI/CD pipelines and automation tools
  • Understanding of Authority to Operate (ATO) processes and security compliance
  • Experience with static and dynamic application security testing tools
  • AWS Cloud Practitioner certification is a plus
