Provide enterprise technical analysis to support architecture goals by collaborating with management, developers, architects, and business analysts. Focus on defining and documenting a reliable, scalable, and secure infrastructure environment for custom developed, COTS and SaaS applications and services. Translate architectural strategies into actionable plans, including patterns, timelines, presentations, and training resources. Prepare specifications to communicate process, application, and testing requirements. Maintain documentation of the Department’s application environment in accordance with the PDM and other standards. Additionally, provide technical knowledge to support the Webmaster team in maintaining ADA compliance and ensuring alignment with department policies.Gather and analyze business requirements to support the development of technical solutions. Participate in developing and reviewing the Office of Information Technology (OIT) policies, procedures, and standards. Assign, conduct, and manage reviews of project deliverables to ensure compliance with Department technical standards. Support the Webmaster team by providing technical expertise and ensuring alignment with department policies.Test innovative solutions and perform analyses. Provide logical, code-based solutions to support design and development strategies. Conduct assessments and updated standards for infrastructure environments, specifically for COTS and SaaS applications and services. Collect and analyze business data sources including data integrated into Geographic Information Systems (GIS). Create detailed reports using platforms like Power BI to visualize data, track IT performance metrics, and analyze trends in system performance. Ensure compliance with IT standards through regular reporting and automate routine reports to improve efficiency and accuracy.KNOWLEDGE, SKILLS AND ABILITIES: The individual should possess an understanding of enterprise architecture frameworks and COTS/SaaS solutions, with a strong IT project management foundation, and be able to lead implementations that align with organizational goals and architectural strategies. Experience in creating, maintaining, and managing technical documentation is essential, ensuring alignment with departmental standards and best practices. A foundation in software testing methodologies and development standards is necessary to establish secure, scalable, and reliable infrastructure environments. Knowledge of Power BI, Microsoft Azure, Active Directory, and network configurations is desirable, as well as some data analysis skills and development technologies like Microsoft .NET (C#), ASP.NET/MVC, SQL Server, and JavaScript. The individual must have knowledge of analyzing business data sources that reside in tabular and geospatial data formats that are used by GIS. Having a familiarity with Agile methodologies and Oracle is desired. Strong communication, customer service, analytical, critical thinking, and time management skills are essential, along with the ability to facilitate stakeholder discussions, develop business and system requirements, execute test plans, and relate to customer needs. This individual should adeptly interpret technical information, business data sources, mapping data, manage system documentation, and use workflow diagramming tools to effectively support enterprise architecture goals, IT initiatives, and technical or project-based tasks. The role also demands a proactive approach to providing technical expertise to ensure ADA compliance for web-related initiatives and alignment with departmental policies.OTHER JOB RELATED REQUIREMENTS: This position may be entrusted with access to confidential or sensitive data, with specific authorization from the Manager of Application Services.
