Other reporting relationships may be approved by SCS.SUPERVISION EXERCISED:May provide functional supervision over lower-level personnel.LOCATION OF WORK:State agencies with business technology activities that are outside of the scope of the Office of Technology Services.JOB DISTINCTIONS:Differs from Business Technology Analyst 3 by the presence of serving as a technical lead for business technology activities that are outside of the scope of the Office of Technology Services.Differs from Business Technology Specialist 2 by the absence of serving as a technical lead for complex business technology activities that are outside of the scope of the Office of Technology Services.Examples of WorkExamples of Work:The DOTD eConstruction unit is responsible for project management, implementation, operation, quality assurance, and support of multiple state-wide specialized Construction and Materials Management software applications, including AASHTOware Site Manager, LaPave Online, Headlight, and construction and materials reporting. These applications are critical for day-to-day operations among project engineer offices, district laboratories, and external users. This section focuses on maximizing DOTD’s efficiency in construction management, materials management, and quality assurance by implementing time and cost saving applications and processes, as well as, improving communication throughout the construction process.While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manual and directives.30% – Application Technical Quality Assurance – Assists in the evaluation of new and emerging technologies; this may include assessing software products, tools, and training courses, as well as developing specifications for RFPs. Serves as liaison betweenprogrammatic staff and technical staff to facilitate completion of large-scale projects. Coordinates with information technology vendors and contractors as appropriate relative to the assigned technology. Performs structured quality assurance analysis for newdevelopment and enhancements to existing construction and materials applications to verify application updates are ready for implementation and deployment. Such analysis includes communicating with advanced application users and recording feedback of potential implementation problems and workflow disruptions. Structured quality assurance includes mapping workflows, evaluating user interfaces, stress testing applications, verifying data validation, and verifying complex engineering equations and workflows.Prepares technical reports for the e-Construction Engineer and external consultants documenting issues discovered, recommended modifications, and recommended correction of issues. Sets goals, priorities, work plans, analyzes, and recommends enhancements to the software application as prioritized by workload in order to meet agency goals and objectives.30% – Development and Deployment of Training Resources for Construction Related Technologies – Provides subject matter expertise in developing course content deployed by Construction unit, including: Headlight, HaulHub, LaPave, and AASHTOWare. Leads development and maintenance of application training resources, including documentation manuals, user manuals, web training tools, and training videos. Responsible for publishing and maintaining training resources hosted by the e-Construction Unit. May be required to host training sessions via web meeting or in person meeting. Frequently reviews log of support tickets, phone calls, support emails, and application analytics to identify needs for training resources.20% Application Technical Support – Provides consulting services and technical expertise to LADOTD construction and materials personnel and external business partners. Performs routine application administrative duties and provides support for state-wide applications provided by the e-Construction Unit. Provides state-wide support for issues related to the functionality and efficiency of responsible applications, may require on-site support. Documents customer issues and maintains a knowledge base of resolutions. Perfo1ms routine tasks pertaining to these applications, including: reporting for data audit, deactivation of users no longer active with LADO TD for security, removal or voiding of abn01mal items for performance, and analytics of user application usage to support datadriven decision making. These applications include: Headlight, HaulHub, LaPave, and AASHTOWare.10% Custom Reporting – Performs basic database queries to extract and link data from application databases and other associated data sources.
