Not all staff level positions will be allocated to the Attorney 4 job.Differs from Deputy General Counsel 1 by subordinate relationship.Examples of WorkExamples of Work:This position serves as DOTD’s legal specialist in the areas of Innovative Finance and Project Delivery Methods. The incumbent reports directly to the Director of Innovative Procurement and provides legal counsel and support to the Secretary, Executive Staff, and Legal Section in matters related to Innovative Procurement practices such as Public-Private Partnerships (P3), Alternative Project Delivery, and Tolling.While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.50% Advises in all aspects of innovative finance and project development including strategic planning, risk assessment, procurement, contract drafting, negotiation, administration and claims resolution. Prepares and reviews the preparations and negotiations for solicitation and procurement activities for complex projects developed under innovative delivery models.30% Serves as lead attorney for project development activities (i.e. risk assessment, Value for Money (VFM) analysis, financial and technical feasibility analysis, etc.). Provides reports and recommendations to the executive staff for the appropriate delivery model.10% Develops an Implementation Manual and Guidelines and develops draft policies and procedures for DOTD use.
