The Policy and Market Analyst supports innovative health care policy projects including the Health Care Cost Transparency Board, the Universal Health Care Commission, and the Cascade Select Public Option through expert consultation, policy analysis, and creation of legislative and commission reports. This person analyzes data trends in the health care market for the purpose of long-term strategic planning for these programs. The ideal candidate will bring knowledge of health care systems and a desire to push forward the work of these programs that offer increased health care accessibility across the state.

About the division:
The Health Care Authority is statutorily directed to study all state-purchased health care, alternative health care delivery systems and strategies for the procurement of health services and to coordinate state agency efforts to develop and implement uniform policies across state purchased health care programs. The Strategy, Policy, and Innovation (SPI) division serves as the focal point for coordinating the agency’s strategy and health policy efforts. The division is structured to provide expert direction, consultation, and support for these activities.

About the position:
The Management Analyst 5 (MA5) is responsible for a broad range of health care policy development activities related to innovative state-wide solutions to increase access, reduce cost, and reduce disparities. This position will report to the Coverage and Market Strategies Manager to guide, support, and coordinate the work of the Health Care Cost Transparency Board and also provide support on projects such as Cascade Select Public Option, the Universal Health Care Commission, and other projects/programs related to the division.

This position is eligible to telework but is required to report on-site once a week to meet business needs. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties

Some of what you will do:

• Provide expert consultation to the Boards and Commissions team and HCA Leadership and recommends policy changes that have statewide impact on health care business processes, delivery systems, and health care data.
• Track and analyze health care market, policy, and industry reports and information to maintain a current understanding.
• Curate available market data from analysts, earnings reports, internal teams, and other sources.
• Design, create, and maintain executive summaries and special briefs for strategy support and formulation purposes.
• Work closely with the Board, Committees, and Commission members, unit staff, and other HCA staff to ensure productive and informative meetings that support their goals and directives.
• Assist in the strategic and operational design of Board and Commission meetings and projects to ensure that the Board’s objectives are achieved.
• Develop materials and present them to the Board, Committees, Commission and Consultants.
• Participate in and support cost control and primary care target efforts, including state and federal engagement, other regional or state meetings, webinars, or conference calls.
• Synthesize feedback and provide recommendations or develop strategies to address identified issues, concerns, or opportunities.

Qualifications

Required qualifications:

Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field

AND

Five years of demonstrated experience in one or a combination of the following areas:

• conducting market or economic research
• analyzing policies, laws, rules, or regulations
• conducting analysis and developing requirements
• analyzing large data sets
• leading projects
• managing operations
• business development

Notes:

• Additional years of experience may be substituted for the required education on a year-for-year basis.
• Additional graduate level education may substitute for up to two years of experience on a year-for-year basis.

Preferred qualifications:

Experience with:

• Understanding and evaluating market dynamics in the health care industry.
• Utilizing analytics and developing strategic insights leading to implementation.
• Advanced written, verbal, and interpersonal communication skills including report writing and meeting facilitation.
• Stakeholder identification/management and community engagement.
• State and federal laws and regulations related to health care policy and purchasing, including Medicare and Medicaid, and individual market health plans.
• State budget and legislative processes.

Knowledge of:

• Familiarity with Washington health care marketplace.
• Washington State policies and regulations related to health care programs and health improvement initiatives.
• Current trends and economic problems relating to health and health care costs, including state and national health care reform.

Ability to:

• Research complex topics and create accessible summaries and presentations to support policy decision-making.
• Analyze and resolve complex problems related to health care programs.
• Interpret and apply health data and information from a variety of sources to the solution of complex problems.
• Create and propose policy and other solutions in the absence of established protocols, models, or processes.
• Support a team-oriented approach that relies on the success and coordination of multiple teams over the success of one or more individual’s contributions.
• Develop workplans and task organization resulting in clear roadmaps to desired outcomes.
• Collaborate with program staff, leadership, and other partners with a high level of political awareness and emotional intelligence.
• Evaluate systems and provide qualitative and quantitative analysis.
