Assists with staff cognizance and oversight on technical aspects of the program over the major program areas of Marine Corps Community Services (MCCS): Family Readiness/MCFTB, Family Care, Personal & Professional Development, and Behavioral Health.Assists with coordinating and integrating a number of complex programs of professional, technical, managerial, and administrative work, which directly affects the well-being of Marines, Sailors and Family members and associated mission readiness of the installation. Assists in managing the development of policy changes in response to changes in levels of appropriations or other legislated changes, state or federal. Assists in planning, organizing work, and managing internal procedures and resources to ensure maximum productivity and economies. Assists in developing budgets and managing appropriated and non-appropriated fund budgets for the Division. Reviews financial reports to adjust spending, as needed. Analyzes programs on a regular basis, and prompts initiation of corrective action to ensure support of operating programs of MCCS. Assists in overseeing the management of new property resources and may provide advice on facility renovations and improvements. Assists in developing long range plans in conjunction with internal operating directives, and exercises internal personnel management authorities as delegated by the MCCS Director. Directly or indirectly through subordinate supervisors supervises over 300 employees. Counsels and trains employees, schedules and directs work, appraises work performance, approves or disapproves leave, and personnel actions. Must be alert to substance abuse and take appropriate action. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste and abuse.Demonstrates and promotes World Class Customer Service with an emphasis on courtesy. Alerts the higher-level supervisor, or proper point of contact for help when problems arise.Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. May conduct safety meetings. Advises employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures that safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with Return To Work program initiatives, and following up on employee well being. EVALUATIONS:QualificationsMINIMUM QUALIFICATIONS: Five years experience that demonstrates executive management and leadership skills at a level to effectively assist in planning and coordinating Marine & Family Programs operations. Successful completion of a full 4-year course of study in related field leading to a Bachelors degree, from an accredited college or university is required. Skills to manage rapidly expanding programs. Ability to resolve or negotiate a variety of sensitive problem situations. Ability to effectively communicate and deal effectively with senior military and civilian officials. A thorough knowledge of business practices, economic principles and ability to analyze trends and make improvements. Knowledge of budgetary principles to include preparation, execution and the ability to analyze trends and initiate appropriate actions. Knowledge of military life and the resulting issues affecting military families and their lifestyles.ASSESSMENT QUESTIONS1. Describe your experience and knowledge that demonstrates the skillsets needed to serve as the MFP Deputy Director and as a recognized expert to independently oversee day-to-day operations of an ongoing multi-faceted program with significant difficulty and responsibility that encompasses: mission, function, operation, activity, laws, rules and regulations.2. Describe your experience in all the following: Naval Correspondence, developing professional presentations, and briefing senior level officials.3. Describe your experience of successfully overseeing multiple daily objectives as well as various projects concurrently.4.
