Incumbent interprets guidelines and provides management advice and counsel on the operation of an extensive budget program. Serves as liaison between District/TS and other Technical Operations organizations, as well as the regional office or service center. Supports ATO objectives to direct highly technical, complex, professional work for the development of a key agency budget tracking/reconciling program. Store Credit Program, and performance plan (financial plan) program. Duties are performed independently, under minimal supervision.Collects and analyzes data/information; conducts research; applies policies and procedures; identifies problems; and works with higher level and lower level professionals in day-to-day operations. Uses appropriate automated budget tools such as REGIS and DELPHI to allocate, track, reconcile and report the status of funds. Develops/ prepares spreadsheets, financial reports, statements and data of both factual and analytical nature.Works closely with first level managers and support personnel providing guidance and oversight to assist them with their local budgets. Demonstrates some independence in planning time and using assigned resources to accomplish tasks or small projects. Established policies and procedures provide guidance for most assignments.May perform other duties as assigned.FV-H LevelPerforms multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities.Applies experience and advanced knowledge applicable to his/her discipline to plan and accomplish assignments. Assignments may require knowledge and experience working across functional and/or organizational lines. Typical assignments may include maintaining line of sight when establishing District/Technical Services goals, ensuring they fall within the FAA goals and objectives. Determines the soundness of the goals and objectives within the established programs by identifying and analyzing actual or potential problem areas, trends, significant program accomplishments, areas of imbalance, or other factors in the program areas. Recommends changes in program objectives, operations, and resource utilization. Assists in the planning and integration of new programs or new staff into existing programs in order to maximize program effectiveness. Analyzes and evaluates office procedures in support of existing programs, as well as workload and distribution from the aspect of optimum office efficiency and effectiveness. Serves as an organization’s principal budget expert and, as such, is responsible in assisting the organization’s management in the formulation and use of best practices while assisting with the execution of budget matters.Based on analysis of current and projected program requirements and initiatives, compiles annual budget. Projections must include both financial and analysis monitors and narrative expenditures justification and makes to support sound the changes relative based on benefits trend and costs analysis, of the merit and program. deficiency Evaluates situations, and known or anticipated program requirements. QualificationsFV-GTO QUALIFY AT THE FV-G (FG-10/11) level, you must demonstrate in your application that you possess one (1) year of Specialized Experience equivalent to the FV-F (FG/GS 5-9) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.Specialized Experience includes experience planning, developing, monitoring, coordinating, and executing actions to manage a variety of administrative programs related to budget tracking and reconciling.OREducation Substitution: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position such as Accounting, Business Management, or Finance.ORCombination education and experience may be qualifying for this position.
